TBI shall execute a contract with a vendor to completely rewrite and replace the existing .NET web application that shall meet TBIs current coding standards, as detailed in this project overview, as the TBI will be supporting this application. The rewrite shall not include GIS mapping functionality; that mapping functionality is being produced under a separate project. Vendors rewrite shall be able to function with the new GIS mapping. Requirements: Completely rewrite and replace the current SOR website in order to use current technology and add new functionality. GIS mapping is not to be included. Technical Requirements: • All primary application portions need to be accessible and responsive from mobile devices, including phones, tablets, and laptops. Form factor should be used to display information appropriately for each device type. o Hovering over specific fields should display a description of the term/function. • Use existing SQL Server 2016 SOR database replicated nightly • Deploy from IIS on existing web server • Must work in conjunction with existing GIS services provided by State STS, s • Use TBIs Software Development Guide, attached as Appendix 1, • Provide transition support to TBIs Application Development team o Provide system and support documentation o Source code stored in Microsoft Team Foundation Server o Periodic code reviews • Retain the ability to send offender information including geocodes to NSOPR website using existing web service. • Retain the ability to do monthly automated extracts for TBI partners and those who have signed a release (Example: Dollywood). • Conduct performance and load testing to ensure 99.999% availability. • Queries must return in 2 seconds or less • Work with TBI resources to submit IT Change Management requests throughout SDLC. • Track usage metrics as determined by TBI • Support the use of Open Street for the base map. • Provide definitions for Classification (and others) when the user hovers over them. • All offenses need to have the defined charges listed at the time the offense occurred with the TCA. If we do not have the defined changes at the time of the offense, it would default to current law with a disclaimer noting this, this disclaimer will be displayed as part of the disclaimer that is viewed when entering the site. The admin utility needs to have the features to add Offense Names, Definitions, and Effective Dates.
