Description :

This position establishes voice and data networks by programming features; establishing interfaces and integrations; following industry standards, as well as manages issues with Voice over Internet Protocol (VoIP) devices and control mechanisms (i.e. Cisco phones and Cisco Unified Call Manager (CUCM)) for the Nebraska Army National Guard (NEARNG) within the Department of Defense Information Network – Army (National Guard) (DoDIN-A (NG)). This position works within the Joint Force Headquarters (JFHQ) G6 Directorate of Information Management (DOIM). This work includes the management and resolution of issues related to VoIP, diagnosis of hardware, software, move-add-change requests, and assisting the user in resolving the problem; completing documentation and referring more complex/technical problems to the G6 Network Enterprise Center Supervisor or other information technology staff (e.g., programmers, database analysts).

This position supports all members of the NEARNG and Nebraska Military Department (NMD) for VoIP related issues. This position works directly with G6 information technology staff to include Network Enterprise Center (NEC) staff and System Support (ISS) Help Desk staff and users. This position also occasionally coordinates with NGB, RTI, Aviation and Recruiting & Retention IT staff on issue resolution.

Mandatory Position Requirements

Must be a U.S. Citizen (proof of citizenship required upon selection)

Associates Degree in computer science OR related field OR 2 years equivalent experience

Minimum one year experience in providing TELECOM services or related IT customer services

Must meet DoD 8570.1 IA Workforce Baseline level IAT-I or higher (see attached DoD 8570.1 Approved Baseline Certifications Table at end of this requisition). IAT-I certifications required include (but are not limited to) CompTIA A+ CE, Network+ CE, CCNA-Security, EC Council CND, and ISC2 SSCP. All higher-level certifications cover IAT-I requirements (Example: CASP certified individual is certified at IAT-I through III). Proof of certification must be provided upon candidate selection. This requirement may be waivered if the candidate is working under the direct supervision of personnel with and IAT-II or higher certification.

Initial Screening: If selected, the candidate must successfully pass a State of Nebraska-processed background investigation of education, Federal criminal record, eVerify, OIG-GSA, drug test and sex offender checks.

Mandatory Position Requirements (continued)

Federal Screening: It has been assessed that access as an administrator to NEARNG network systems equipment REQUIRES a completed FAVORABLE SECRET-LEVEL INVESTIGATION. This is NOT the same as a SECRET Clearance. The candidate presented MUST have had a favorable SECRET level investigation completed within the past 8 years (as expiration occurs at 10 years). If a candidate has an existing or current SECRET investigation OR clearance, the NEARNG Personnel Security Manager can check the validity of the investigation or clearance in JPAS ONLY AFTER the candidate has been selected (not a pre-requisite). Additional checks might be required by Federal personnel management prior to issue of contractor Common Access Card (CAC) for system access. Per Appendix 10 of DoD 5200.2-R, IT-I individuals must pass a NACI to be appointed as an IAT-I administrator. Upon selection, the selected candidate also must sign an information non-disclosure agreement.
