The agency also needs to develop and implement a formal data governance framework that applies industry best practices to provide ongoing decision-making for DHHS data management. Accordingly, there are two phases; however, these phases will run concurrently: 1.2.1 - Phase I: Detailed Analytics Strategic Plan - Provide consulting services that result in a written data-driven analytics strategic plan. Development of the plan will engage key stakeholders and evaluate existing data, reporting, and predictive environments. 1.2.2 - Phase II: Data Governance Framework - Provide consulting services that result in the development and implementation of a sustainable data governance framework. Governance will provide ongoing decision-making and policies to ensure data quality and compliance with privacy and data security requirements. 1.3 Requirements ? Experience with State Government ?
