PROJECT/SYSTEM OVERVIEW The Department of Emergency Services and Public Protection seeks to document and enhance our ageing systems which includes legacy Internet, Intranet, SharePoint sites and three special inhouse daily systems used at DESPP and the public (SLFU- Special Licensing and Firearms Weapons system, SOR- Sex offender Registry systems and OT- Overtime Unit). 3. SCOPE OF WORK The Software Engineer (SE) will analyze, design, develop processes to improve and enhance the data quality of the current systems. System upgrades include migration of software applications and prepare the business data for migration onto new applications and websites. The SE will produce a logical and physical data model from the current to new system with special interest on migration of data to new platforms. Support for the following systems include: o Confidential Informant o State Police Overtime System o SPBI – Image, Tracking System o DESPP Information Release o Laboratory Inventory Management System (LIMS) o Access databases support o SharePoint development and administrative services o Active Directory o Crime Analyst Reporting System o Special Licensing and Firearms Weapons System o Sex Offender Registry Document Management System Projects o Online portfolio for E-Government service offerings for CT o Overtime System – OT o Serving as the agencies DBA (Database Administrator) o Lead major initiative to migrate Access databases to SQL o Other tasks Department of Emergency Services and Public Protection Statement of Work: Project Management and Planning New Criminal History System Project Name: Production Support Date: March 08,2019 Page 2 of 4 Specific Services Required 1. Technical Tasks a. Work with DESPP IT staff and endusers to understand the existing data, there values and relationships to extract, modify, enhance or migrate to current and new systems. b. Perform comprehensive analysis and evaluation of current data structures i. Develop logical data model ii. Identify and document data work flows to and from external systems iii. Identify potential issues that would affect data migration (data that cannot be converted, errors that cannot be resolved) iv. Support DESPP LEAN initiatives via business process reengineering 1. Analyze current processes and workflows and implement more efficient ways to conduct state business by automating and integrating streamlined processes, where possible 2. Increased use of Core-CT for all business-critical functions (i.e. procurement and time and attendance workflows in addition to Fiscal and HR reporting) c. Develop data quality procedures and tools to align existing data with new or existing system requirements for enhancements. i. Identify data quality issues that can be corrected without human intervention, and develop automated procedures for implementing those corrections. ii. Tasks that can be automated include: 1. Identification and resolution of data issues 2. Analyze and match records or fields for inhouse applications 3. Identification and synchronization of data in records iii. Identify data quality issues that require human intervention, and develop procedures and reports to facilitate that human intervention. iv. Document and report repeating data issues to Project Sponsor 1. Maintain, upgrade, support and perform migration services on all inhouse dbases and excel files with a goal to move that data to new SharePoint site under development 2.
