They enhance and maintain the websites and applications for both internal and external customers for DWS. Application size ranges from small to large. The team provides programming support for all DWS web projects. The Web Operational Business Case funds the monthly production break/fix, defects, and small enhancements to the internal and external websites (dws.utah.gov and jobs.utah.gov). Additionally, it funds security requirements, accessibility requirements, server and database patches, and infrastructure requirements and keeps the websites and applications production ready. Finally, it ensures that all aspects of the software development life cycle are followed Scope of Work and Success Criteria • Vendor will work with team to provide necessary documentation during development cycle. This includes working with the Project Management Team, the Shared Services Team, Security, and Management, as required. • Vendor will review existing approach and work with team to have successful implementation. • Vendors work will be considered successful when components/changes are completed and integrated to the existing processes, tested and considered production ready. Mandatory Requirements • Develop fast, reliable and scalable web applications and services using Java, Spring MVC, JQuery, Angular, Oracle PL/SQL and related technologies while following the established software development lifecycle in a team environment. • Contribute design and applications architecture decisions while staying within the framework of the existing applications. • Work with team members and stakeholders to implement user friendly, intuitive, and accessible client interfaces. • Mentor and train other team members, where applicable. • On-site, Monday through Friday is required. Telecommuting is not an option. Specific Needs Areas needing assistance include but are not limited to the following: Development Assistance Web Programming: HTML5, JavaScript, Cascading Style Sheets (CSS3), XML, JSON, and other related technologies. Responsive Design: Web responsive design, including knowledge of frameworks such as Bootstrap 3 or above. ADA Design: Development to accommodate ADA compliant design techniques including knowledge of the ARIA specification and Section 508. . JavaScript: JQuery and common JavaScript frameworks especially Angular. Tomcat Application Server: Development and administration of Tomcat Application Servers Java Technology Knowledge: Java programming language, including but not limited to Servlets, Servlet Filters, Junit, Maven, etc. Java Developmental Frameworks and Environment: Must have experience in development of Java Server Pages (JSP), MVC development including REST, SOAP, JSP Standard Tag Library (JSTL), Spring, and Hibernate. Web Services, including knowledge and experience in writing and working with web services including Simple Object Access Protocol (SOAP) technology, Service Oriented Architecture (SOA), XML Remote Procedure Calls (XML-RPC), Asynchronous Java Script and XM (AJAX) JavaScript Object Notation (JSON), and Java APIs for XML Remote Procedure Call (JAX-RPC) technologies. Expert working knowledge with relational databases, specifically Oracle.
