Complete Description: The senior level testing resource will perform the technical and administrative work in the development of testing and quality assurance functions necessary for the Pennsylvania eHealth Collaboratives DIRECT pilot and related certification program. The initial scope of work must be completed between January 9th and March 9th, 2012. A second phase of work will be added to address two areas: the implementation and coordination of DIRECT testing for the pilot and certification, and testing development work related to the Health Information Exchange (HIE) Certification program. This second phase is anticipated to span March 12th through June 30th. The scope of work includes developing system testing and quality assurance procedures and measures; assisting in the development and use of testing and quality assurance policies and plans; and working with other PA eHealth Collaborative team members to identify, assess and coordinate the resolution of technical testing and quality assurance problems and issues with the DIRECT certification program and possibly the HIE certification program. Work is performed under the guidance of the PA e-Health Collaborative Business and Operations Subject Matter Expert in conjunction with the Evaluation and Performance Subject Matter Expert and is reviewed for conformance with established criteria, standards and procedures and the evaluation of results achieved. Scope of Work: • Review and understand PA eHealth Collaborative strategic and operational plans with a focus on DIRECT and the related certification program. • Create test models for health information service provider (HISP) product test and release control (plans, data, and scripts). • Schedule and conduct the design of structured walk-throughs of test cases in relation to certification program for appropriate PA eHealth Collaborative staff. • Develop testing standards and procedures. • Resolve testing process questions / issues. • Assist in the planning, creation, and control of the test environments. • Work with applicable staff to ensure that test models meet business requirements including, but not limited to, certification program details. • Anticipate and resolve issues specific to the team. • Determine time estimates and schedule for own work and resolve issues in a timely manner. • Identify and track issues, risks and action items. SKILLS : Senior, hands on, experienced testing resource capable of hitting the ground running and results oriented performer who preferably has healthcare experience. • Knowledge of current principles and practices required to develop and implement testing and quality assurance measures. (Required) • Knowledge of the capabilities and requirements of current testing and quality assurance methodologies, equipment, and software. (Required) • Knowledge and experience with testing tools. (Required) • Ability to provide technical assistance to PA e-Health Collaborative and Commonwealth staff on testing, quality assurance and risk analysis measures and standards. (Required) • Strong understanding and experience of testing in the proper sequence (unit, string, integration, systems, regression, user acceptance and end-to-end). (Required) • Experience with test case/script development, definition of expected results, execution and defect tracking for multiple phases of testing.
