DESCRIPTION:

PROJECT GOALS AND OBJECTIVES:

The Missouri Department of Natural Resources (DNR) objective for this project is to finalize the biological data Water Quality Assessment (WQA)/WQX (Water Quality Exchange) flow to the Environmental Protection Agency (EPA) which uses the java_wqx20_plugin_v1.26 version of the WQX plugin developed by Windsor. When initially implementing the data flow using this plugin, DNR has two outstanding issues that need resolution. The first issue being when attempting to correctly include Acitvity Metric Data in the XML submission.

The project goals are to correctly include ActivityMetric data in the ETL so it can be included in the XML submission, to resolve the issues with the WQXGetDeleteSubmission function and to have the WQX Deletes also delete ACTIVITY and ActivityMetric tables

The WQA and WQA Data Flow projects were implemented in 2010 and 2011 and have full sets of specifications and documentation. The errors related to the incorrectly executed WQXGetDeleteSubmission and Activity Metric data are also documented

PROJECT APPROACH AND SCOPE OF WORK:
The Contractors PAQ Response should include a Project Overview, Resources, Approach/Methodology, Change Control Plan, Issue Tracking Plan, Assumptions and Quality Assurance Plan. The Contractor must provide a detailed description and firm, fixed price for each deliverable. The description must specify the tasks to be completed for each deliverable and the time frames in which the tasks will be completed. The Contractor should provide a work breakdown structure or project plan.

The awarded contractor will take the appropriate steps to review the current processes, review the errors, replicate the errors, resolve the errors and enable DNR to flow all WQX data to the EPA. The steps taken will allow DNR to resume sending ActivityMetric data (this includes ensuring the ActivityMetricType and other fields are correctly populated), to resolve issues with the WQXGetDeleteSubmissionfunction, and to resolve issues with WQX Deletes to also delete Activity and ActivityMetric tables. The approach should include the following steps:

Review the process documentation and other related documentation

Review the error messages and information relating to the XML format of the WQX biological data

Research, analyze and identify the areas within the processes where the error(s) is/are occurring

Replicate the error(s) and error situations in the development or test environment

Document the cause of the error(s) messages

Document the changes required to eliminate the error(s) in the process by updating and revising the appropriate and necessary specifications

AGENCY TASKS and/or ITSD RESPONSIBILITIES:

The response should NOT include a contract Project Manager.

An ITSD project manager will provide project oversight. An ITSD Technical lead will be provided throughout the project to answer questions and review specifications.

DNR Business Resources will be provided to identify requirements, review and approve updated specifications, review and approve documents generated and participate in user acceptance testing (UAT).
