TheSouthCarolinaDepartmentofHealth&HumanServices(SCDHHS)istheStateMedicaid Agency for South Carolina.The Medicaid Management Information System (MMIS) Replacement and Member Management Replacement Systems projects are the largest Information Technology projects. The IT - SCDHHS - Business Analyst - Advanced will be assigned to projects for the South CarolinaDepartmentofHealthandHumanServices(SCDHHS),theMedicaidAgencyforSC. The principal duties of this position are to evaluate agency needs, as-is and to-be business processes, and technical designs to provide analysis and document requirements on strategiesforinformationtechnologysolutionsandnon-technicalsolutions.TheIT-SCDHHS - BusinessAnalyst-Advancedwillserveonateamofbusinessanalystsresponsiblefor providing detailed analysis and documenting business processes and requirements. Specificdutiesinclude,butarenotlimitedto: • ServesasaliaisonbetweenthebusinessprogramscommunityandtheITorganization to provide technical solutions to meet user needs. • Possessesexpertiseinthebusinessunit(s)theysupport,aswellas,anunderstanding of the IT organizations systems and capabilities. • Analyzesbusinesspartnersoperationstounderstandtheirstrengthsandweaknesses to determine opportunities to automate processes and functions. • Assistsinbusinessprocessredesignanddocumentationasneededfornew technology. • TranslateshighlevelbusinessrequirementsintofunctionalspecificationsfortheIT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. • Negotiatesagreementsandcommitmentsbyfacilitatingcommunicationbetween business unit(s) and IT from initial requirements to final implementation. • Possessesanunderstandingoftechnologicaltrendsandusesthisknowledgetobring solutions to business units supported to enhance the enterprises competitive edge. • Requirementsdevelopmentexecution,includingtheelicitation,analysis,specification and validation. • Documentingandanalyzingagencybusinessprocessesandrecommending improvements. • Documentingandanalyzingdatarequirementsandrelationships. • Participatingintherequirementsmanagementprocesses,includingchangecontrol, version control, tracking and status reporting, and traceability. • Providingrequirementsinterpretationandguidancetotechnicalandtestteams. • Proactivelyidentifyingrisks,issues,andactionitemsleadingtopossiblesolutions. • Interactingwithinternalandexternalorganizations(i.e.vendors,StateandFederal government agencies, State providers and beneficiaries, and other stakeholders). • Maymakerecommendationsforbuyversusbuilddecision. • Researchbusinessrules,requirements,andmodels. • Maintainbusinessrules,requirements,andmodelsinarepository. • Otherproject-relatedduties.   Call 502-379-4456 Ext 100 for more details.
