Project Description This solicitation will establish up to three (3) qualified firms that will provide King County Information Technology (KCIT) with highly skilled and expert Software Developers in Test (SDET), which shall serve as project based “Consultant(s)” and/or “Contractor(s)” to supply automated quality assurance testing services. This Work shall be at the Countys direction and discretion, with award of each project engagement based upon fixed fee, time-boxed Work Order(s). KCIT is currently undertaking a scaled agile adoption (called SAFe) , and building test automation into a continuous software delivery project that is anticipated to be completed by 06/30/2021. The goal of this scaled agile adoption project is to establish automated Build/Deploy/Test workflows that standardize how KCIT generates batch builds, deploys builds to test environments, executes test automation and provides timely test results to Software Quality Assurance, Project Managers and Development teams. The intended outcomes fo the scaled agile adoption are to improve overall software quality, increase customers satisfaction, breaks down silos, enables the sharing of information wherever possible, and allows departments to know what information has already been distributed. The SDET Consultant shall need to work in and support the adoption of such an environment. KCIT prefers Consultants with past experience testing software in a scaled agile setting. The project based Services shall leverage the Consultant(s) expertise in automated testing through both independnet Work, as well as Work in conjection with KCIT and County personnel. A key component of the Work shall be the training of County staff, when necessary and/or requested, on the latest automated testing languages, software applications, and techniques. b. Scope of Work The Work shall be composed of the following types of testing and testing activities: • Design and build automated testing frameworks and strategies including reusable application components and integration tools. • Lead the effort of data migration testing, including validating data quantity, data quality, data readiness and query performance. • Automated build and deployment tools creation, maintenance and enhancement. • Load, performance and security/vulnerability test tools creation, execution, maintenance and enhancement. • Vulnerability scanning to find application backdoors, malicious code and other threats that may exist in SaaS, COTS or internally developed applications. • Executes automation test strategy that promotes the best automation approach (SaaS, Amazon Web Services (AWS), Database, CRM and CMS), and development of toolset to enhance manual testing efforts for all projects. • Identify risks from automated testing and communicate to the Software Quality Assurance and specific project teams. • Optimize and automate build, deploy and test processes to increase department efficiency in support of the SAFe for Lean Enterprises framwork. • Train existing and future KCIT staff to ensure they learn the expertise, skills and best practice from the outside Consultant(s). d. Work Requirements The Consultant(s) awarded each Work Order shall meet following qualifications outlined below.
