During the lifetime of these systems, new state statutes, federal regulations, and mandates have triggered changes in the demands of, and rules related to, basic business processes, systems and/or system interfaces. These changes were essential to the continuity of FDOT business. Included in these changes were the development of local computing applications and a reporting infrastructure by the OOC Systems Support Section to address core functional needs and to facilitate complex reconciliations with the 150 systems interfacing with FM. OOC also manages over 50 interfaces with the Department of Financial Services Florida Accounting Information Resource (FLAIR) system. Efforts to define the “universe” specific to the support required by the OOC Systems Support Section resulted in over 300 applications being identified. In addition, there are over 700 members in the OOC FOCUS library used by these OOC applications. As with the systems identified in the financial management inventory, many of the OOC local and reporting applications utilize a technology that is either outdated or considered non-strategic by the department. Problem Statement: As part of the WPII project, impact to the OOC application “universe” must be determined and the applications must be replaced or modified to interface with the departments new financial management system solution. To allow the Business System Administration Manager and Senior Business Systems Analysts within the OOC Systems Support Section to define, document and determine the resolution of the OOC application “universe”, we are requesting a staff augmentation position as “backfill” for the analysis efforts. The new positions concentration will be the ongoing maintenance of FOCUS and Web FOCUS applications. Education Bachelors Degree in Computer Science, Information Systems, or financial related field. Or equivalent work experience. Experience A minimum of 5 years of systems analysis/programming experience, with specific emphasis in FOCUS and Web FOCUS programming and data access methods using FOCUS Masters and Structured Query Language (SQL). Job Specific – Knowledge Skills and Abilities (KSAs) The selected candidate must have the following required KSAs and experience: 1. Skill in coding with FOCUS and Web FOCUS programs and access methods using FOCUS Masters and Structured Query Language (SQL) 2. Ability to review FOCUS and Web FOCUS programs and determine and document business rules/logic addressed and database actions included 3. Knowledge of the principles, practices and techniques of maintaining existing computing applications 4. Knowledge of relational database theories and concepts 5. Knowledge of the Florida Accounting Information Resource (FLAIR) system, including transaction type details and interfacing methods 6. Knowledge of mainframe computer systems and supporting software such as Customer Information Control System (CICS), Time Sharing Option (TSO), Job Control Language (JCL) and Interactive System Productivity Facility (ISPF) 7. Ability to work independently in the technical analysis, evaluation and resolution of custom-written computer application production issues or problems, with little or no assistance, and to make decisions and recommendations to remediate those issues or problems 1.
