This will be a minimum six-month project, with a monthly renewal thereafter. Candidates should have knowledge and experience of project management, with application development and knowledge of mainframe infrastructure a plus. The bill rate range is between $40 - $60 per hour, depending on qualifications. Essential Functions: • Directs, manages, and coordinates all phases of project management by leading the planning and implementation of projects, analyzing, implementing, and monitoring goals and objectives to achieve assigned priorities, performing project evaluations and assessments, and reporting results. • Provides planning, support, training, and oversight of project management process, contract management, vendor performance, and records retention for user departments. • Facilitates and oversees the preparation of project specifications; works with subject matter experts and stakeholders to gather requirements and develop project tasks, deliverables, timelines, cost estimates, scope of work, resource allocation, and acquisition. • Prepares, and makes recommendations regarding change orders; implements project changes to achieve project goals and outputs. Knowledge, Skills, and Abilities Associated with Essential Functions: • Strong documentation skills for documenting all essential areas of project management. • Ability to work with multiple stakeholder groups and maintain communication with all parties involved. • Effective communication skills to lead meetings efficiently and delegate tasks to resources. • Ability to work within established process and procedure of managing projects. • Ability to manage priorities of multiple, sometimes competing, stakeholders. • General IT skills, including Office and productivity software. • Knowledge of modern programming practices and methodologies a plus. • Ability to travel independently throughout Fresno County to meet with stakeholders for various meetings. • Ability to pass a background investigation. • Familiar with project scheduling software. • Familiarity with mainframe technology a plus. • Familiarity with financial transaction technology a plus. Desired Qualifications: • Four (4) years professional experience in general project management, managing contracts, schedules and funding. • Project Management Professional (PMP) Certification a plus.
