Client : California Public Employees Retirement System (CalPERS)

Description :

The California Public Employees Retirement System (CalPERS) Technology Business Management Division (TBMD) has requested assistance from Contractor Name to provide analytical support to develop, maintain and execute the Data Reporting Service Request process leveraging ITSBs service request/fulfillment tool, and support the administration of the Cognos Reporting tool for ad-hoc and service-metric report authors within the business areas.

KNOWLEDGE TRANSFER

While this is not a multi-year contract, thus not subject to the Knowledge Transfer requirements, this LOE is knowledge transfer-centric.

Contractor will document all work products relating to the development and maintenance of the Cognos reports and packages including, but not exclusively, requirements, specifications/layouts, design, operations, user contacts and methodology. Contractor will draft a checklist of transition activities, timelines and methodology for the Data Reporting managers review and approval. Once approved, contractor will engage with CalPERS State staff to execute on transition activities including, not exclusively, job shadowing and hands-on training sessions.

PROJECT SCOPE/TASKS

The scope of this project encompasses the following tasks:

1. Participate in functional requirements gathering as needed and provide quality assurance of analysis completed by staff such as use cases, designs and design documents, or testing deliverables
2. Work with application design team to design, create and enhance logical/physical data models for different functional business areas, such as retirement benefits, health benefits, and financials. Ensure changes fit in with the overall functionality of the data model and meet the CalPERS data modeling/database standards
3. Provide overview of logical and physical data models to CalPERS staff, including information architects, business architects, security administrators, data modelers, data administrators, data managers, data reporters and Business Intelligence (BI) staff
4. Assist developer teams with answering business-related and data model questions and reviewing SQL to ensure correctness
5. Review daily Database Change Requests for data model structure and CalPERS standards
6. Validate CalPERS business information flow and business rules against dimensional/conceptual/logical/physical models utilizing existing documentation such as use cases and business requirements
7. Work closely with CalPERS BI and Data Modeling teams to develop/design dimensional models to address different functional business areas reporting needs, such as retirement and health benefits.
8. Administer changes to data models using Allfusions ERwin modeling tool; including developing and maintaining data dictionaries used to describe the data models and their support of the system and making structural changes to the data model
9. Work with CalPERS data integration team members to define rules to load and transform data into the BI star schema
10. Provide feedback to the CalPERS BI data validation team and ensure that they are capturing the correct and complete requirements
11. Review CalPERS BI data validation team data findings and provide feedback and fix transformation logic as necessary
12. Mentor CalPERS data modelers on best practices and data modeling tools including AllFusions Erwin and Model Manager
13. Attend project, staff, and management meetings as required
14. Record work hours daily in required time tracking tools
15. Submit monthly status report with invoices

DESIRED QUALIFICATIONS

It is desired that candidates possess the following qualifications:
