PROJECT SCOPE/TASKS

The scope of this project encompasses the following tasks:

Business intelligence and INVO Enhanced Management Reporting Project Development and Support

Resources will support the implementation of various business intelligence solutions, primarily the INVO Enhanced Management Reporting Project. The scope of the project is to support various business intelligence solutions and implement an Oracle Business Intelligence Enterprise Edition (OBIEE) solution to automate and enhance the expense reporting in the Investment Office. Specifically, management reporting needs to be flexible to changes in the organizational structure of the Investment Office to timely react and make sound business assumptions in real time, and automate a solution to prevent and limit the amount of manual data manipulation.

1. Provide data & technology support necessary to enable CalPERS to meet Business Intelligence related business objectives.
2. Work with CalPERS data integration team to develop and maintain data transformation processes using Oracle Data Integrator (ODI) to load and transform data into the Business Intelligence star schema/data warehouse; data resources include PeopleSoft Financials, State Street Bank, SharePoint, and others.
3. Work with CalPERS data integration team to configure ODI and automate processes. Document processes completely and develop system diagrams.
4. Translate data requirements into technical specifications, development of dimensional models and validate the data warehouse meets specified requirements.
5. Develop reporting metamodeling, including logically grouping business element functions in the form of conformed dimensions and hierarchies, measures and data security rules.
6. Design, development and implement dashboards, metrics and scorecards using Oracle Business Intelligence Enterprise Edition (OBIEE).
7. Improve the long-term ability to provide increasingly complex analytics in support of the INVO management team.
8. Attend project, staff, and management meetings as required.
9. Record work hours daily in required time tracking tools.
10. Submit monthly status report with invoices.


KNOWLEDGE TRANSFER

While this is not a multi-year contract, thus not subject to the Knowledge Transfer requirements, this LOE is knowledge transfer-centric. Contractor will document all work products relating to the development and maintenance of data support and data models including, but not exclusively, requirements, specifications/layouts, design, operations, user contacts and methodology. Contractor will draft a checklist of transition activities, timelines and methodology for the project managers review and approval. Once approved, contractor will engage with CalPERS State staff to execute on transition activities including, not exclusively, job shadowing and hands-on training sessions.


MINIMUM QUALIFICATIONS

This section outlines the minimum qualifications for the vendor, the common ones for the individuals proposed, as well as the individual ones for each of the roles according to the gaps listed in the table above.

• Must have engaged in at least two (2) successful Business Intelligence and/or Analytics projects, one of which with a budget of at least $1 million

• Must have participated in at least two (2) successful BI and/or Analytics projects, one of which with a budget of at least $1 million
