PROJECT SCOPE/TASKS The scope of this project encompasses the following tasks: • Provide consultative services and subject matter expertise for: o Web Content Accessibility Guidelines 2.1 Level A and Level AA Success Criteria o Accessibility Compliance Program development including policies, procedures, and monitoring for compliance and risk o Accessible mobile application development, design, and testing o Multimedia and Web-Based Training accessibility development, design and implementation • Perform accessibility testing of targeted CalPERS websites, applications, and/or documents • Develop enterprise training materials for document accessibility • Voluntary Product Accessibility Template (VPAT) review and validation • Provide knowledge transfer to CalPERS team members • Attend or facilitate meetings as needed • Provide weekly status reports and inform management of any issues that require escalation KNOWLEDGE TRANSFER Knowledge Transfer tasks include: • Provide training to content creators, developers, and testing team members involved in generating or designing websites • Provide knowledge transfer to management resources regarding audit processes • Provide feedback to CalPERS team members regarding best practices for remediation of common issues • Provide training on common assistive technologies, including screen readers and magnifiers and employ in-browser accessibility tools, such as JAWS 18+, WAVE, and aXe • Provide guidance in the development of checklists and tools to support accessible design and implementation through all phases of the Systems Development Life Cycle (SDLC) MINIMUM QUALIFICATIONS Refer to RFP 2017-8346, Section IV, Vertical 5.0 and 6.0 for minimum qualifications required for this engagement. In addition, the following minimum requirements are required for this engagement: • Minimum of 5 years of experience developing, performing and managing test planning, test preparation and test execution activities, including defect management. • Expert knowledge of the refreshed Section 508 providing for accessibility of government websites • Minimum of 5 years of experience applying Web Content Accessibility Guidelines (WCAG) 2.0 • Minimum of 5 years of experience working with large government agencies performing Section 508 compliance audits and remediation • Knowledge of accessibility standards and requirements, including Section 508 and WCAG 2.1. This knowledge must span multiple technologies including web pages, web forms, PDF documents, streaming media and mobile applications. • Proficiency in the use of common assistive technologies, including screen readers and magnifiers and voice recognition products DESIRED QUALIFICATIONS • Experience conducting accessibility testing on multiple platforms and devices: iOS, Windows and Android mobile devices • Expert level knowledge on WCAG 2.1 Guidelines, Success Criteria Level A and AA • Experience using in-browser accessibility testing tools, such as WAVE or AXE • Expert level knowledge of HTML accessibility techniques including Javascript, AJAX, and ARIA • Knowledge of CA Legislative Law 74   Call 502-379-4456 Ext 100 for more details.
