Job Description Analyst: Business Data Analyst, Federal Child Welfare Programs And Systems, AFCARS/NCANDS/NYTD/And Other Mandated Federal Reports, SQL SPSS Ms Office Ms PowerPoint And Ms

Description:


Federal Reporting

•Represents the Department as the senior authority for federally mandated reporting requirements for adoption, foster care, youth emancipating from the foster care system, and child abuse and neglect.

•Coordinates the production of data files with technical staff, program review staff, county personnel, and other to ensure data quality.

•Develops and publishes specifically required data in the characteristics and services provided to children who are abused and/or neglected.

•Presents data and outcomes to Counties and other State Departments and Divisions to educate/train in the collection and use of federal and statewide data for performance improvement to customer base.

•Creates outcome data used for managing to regulated national standards of data. The state compliance of the national outcomes standards impacts funding and business process.

•Advises the Department when Colorado is not in compliance with federal standards for data reporting and makes recommendations for modifications to the process to client and CDHS to avoid federal sanctions.

•Interacts with national experts and federal representatives to identify implications of new or modified rules and legislation on changes to policy, practice and outcomes in Child Welfare.

•Analyzes data and develops reports comparing Colorado child welfare practice to other states.

•Develops nationally comparable data trends and analyses while also making analyses meaningful to the other populations served in Colorado.



Technical Reporting

•Authors a variety of reports that provide information on Child Welfare performance.

•Gathers and manipulates data using reporting and analytics software (e.g., SQL, TOAD, SPSS, Crystal reports) to create reports that are provided to national organizations, other states, legislators, media, county departments and other organizations.

•Provides assistance to client /Trails in defining the technical requirements of data extracts for AFCARS/NCANDS/NYTD/and other mandated Federal data sets as needed.

•Ensures compliance with changing federal requirement on data submissions related to children in out-of-home placement, adoptions, and victims of abuse or neglect.

•Makes decisions on how to analyze and present data that is comparable to other states and simultaneously develops reports presentations that showcase the unique characteristics of the Colorado population served.

•Advises the Department and client on mandated changes to data submission protocols and oversees changes to ensure compliance as new legislation passes.



Technical Assistance and Data Requests

•Represents the Division as a Senior Authority in local, statewide, and national forums pertinent to the Division of Child Welfare service delivery in performance measurement, outcomes and management information.

•Creates reports and writes documents that provide information about federal data requirements and indicators, which are provided to national organizations, other states, legislators, the media, and county departments.

•Supports client and Counties in understanding updates and changes to policy based on federal reporting mandates.

•Responds to inquiries from the public, other states, agencies, the legislature, and the media about data requirements and indicators.

•Presents at conferences and trainings regarding the use of data and outcomes to assist in the management of county service delivery.
