We have identified a list of system functions that need to be developed or enhanced in Phase II. Brief Description: The Transportation Systems Management and Operations (TSMO) team is developing a solution to capture data on crashes around the state. The Behavioral and Engineering Safety Data and Traffic (BESDT) program collects data reported by law enforcement officers through the Department of Revenue (DOR), or directly from law enforcement officers. The Department of Revenue transfers the reported crash data electronically to the Department of Transportation (CDOT) who then reviews the data for accuracy and augments additional information from the submitted crash report to the permanent record. The completed data is available for analysis for use in meeting federal reporting requirements for the Federal Highway Administration (FHWA) Highway Safety Improvement Program (HSIP) and the National Highway Traffic Safety Administration (NHTSA) Fatal Accident Reporting System (FARS). The collected data provides information for multiple projects, plans and initiatives including the following: Support prioritized and strategic decision making for investment, program planning, and project and strategies selection. Development of FHWA, NHTSA, Governor, Executive Management, and program specific performance measures Behavioral grants from NHTSA including young driver, older driver, restraint use, motorcycle safety, pedestrian safety, impaired driving campaigns, etc. Developing the Integrated Safety Plan impAnalysis in safety studies Development of project benefit costs Project prioritization and selection Identification of crash patterns for mitigation Determination of recommended crash mitigations Development of the statewide plan and other planning documents Operations analysis Traffic signal warrant studies The National Highway Traffic Safety Administration (NHTSA) has assigned responsibility to CDOT as the Traffic Records Coordinator. In this capacity, CDOT leads the effort by state agencies to collect, integrate, and share crash records systems data with the other state and local agencies in Colorado as data owners and users. Other state agencies involved in the collection of crash data for agency programs, initiatives, and performance management are the Colorado Department of Public Health (CDPHE), the Department of Revenue (DOR), and the Colorado State Patrol (CSP). The Metropolitan Planning Organizations are another set of import users and contributors, who use the supplied data to develop federally required performance measures and for identifying, selecting and project funding.
