Job Description Analyst: Child Welfare Applications, Business Process Mapping, SACWIS Or CCWIS, Data Quality Federal Regulations MS Offi

Description :

The agency needs to engage the service of a Business Analyst 2.

This consultant will work for the DCF IS Director and under the supervision of the Program Customer Support Supervisor as a Business Analysis for the next generation CCWIS IS Platform. In this position, the consultant will be part of the CCWIS Module team and facilitate discovery, visioning, leaning, design, and analysis of current and new system. The analyst will document, plan and work to accomplish team goals, lead groups in performing a variety of requirement gathering and agile iterative process refinement at the program and portfolio management level, a wide degree of creativity and latitude is expected. Responsibilities will include:

1. Documentation of the current Business Processes and Automation.
2. Migration and implementation strategy
3. Development of request for proposals
4. Development of Federal plans and reports.
5. Work with other Connecticut state agencies, contracted third party vendors and federal agencies interfacing with DCF to establish new interface protocols.
6. Management of business analysis, quality assurance, end user training, and application implementation.
7. Negotiate with customers; emphasis on business process and user interface
8. Review requirements; emphasis on functionality and system qualities
9. Train, mentor other Analysts.
10. Mediate between Business and other Analysts.
11. Conduct meetings with Business SME and document business workflow, process.
12. Analyze workflow and recommend improvements.
13. Document issues with process, applications, automation.
14. Maintain documentation up to date and distribute to project team members.
15. Gather requirements, requests, and meet with team members to discuss solutions.
16. Negotiate timelines with Business and Development Teams.
17. Follow up frequently with Business SME on progress.
18. Address questions, act as liaison between IT and Business.

REQUIRED SKILLS AND EXPERIENCE

Refer to the State contracts for IT Professional Services Agreement (12PSX0251) for experience and skill requirements for the job classification Business Analyst 2 to fill the role. In addition, the agency requires:

A minimum of 5 years experience demonstrating the following knowledge and skills:

1. Extensive experience and knowledge of Child Welfare, Business Process Mapping, SACWIS, Data Quality, Federal regulations and State regulations.
2. Experience with working with high-level internal and external agencys management.
3. Experience with DCF Development Practices and Methodology.
4. In depth knowledge of the current LINK/SACWIS architecture
5. In depth knowledge of the current LINK/SACWIS application (understanding of each distinct module and its relationship with the other modules)
6. Experience with Lean and Agile methodologies
7. Understanding of the technical and business interdependencies that will exist between the legacy LINK/SACWIS system and the modernized and upgraded LINK/SACWIS application
8. Understanding of legacy Batch systems
9. Experience in the creation of detailed business requirements and business processes to meet the requirements of the next generation CCWIS application
10. Experience with Data Quality and planning and testing of automated CCWIS processes.
11. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Outlook)
