The incumbent will be responsible for developing a recommendation plan based upon existing business processes by each POS State agency for making the process more efficient and standardized using a possible web based solution. Duties will include: 1)Working with OPM and State POS agencies, review and finalize the business goals and identify the affected business processes related to the development of an enterprise POS contract management system. 2)Review the potential solutions, including reuse of the grant management system being implemented by OPMs Criminal Justice unit, a solution in Core-CT, expanded use of BizNet and other web-based, information sharing approaches. 3)Review current agency plans and systems for compatibility with enterprise contractmanagement system. 4)Recommend a software, procurement and implementation approach, including project staffing and budget requirements. 5)Provide a project plan, including resources needs and timeframes. Required Skills/Experience The consultant shall have a minimum five (5) years of demonstrated Business Analyst and Information Technology Consulting Experience, including: • Demonstrated experience in regard to undertaking business requirement reviews, systems • Knowledge of Public Sector Projects: prior experience with the development and implementation • Extensive knowledge of software, systems and approaches that are available to improve business assessment, gap analysis, and determining optimal system solutions to meet enterprise business needs, including leading and facilitating Joint Application Design (“JAD”) sessions for requirements gathering and systems gap analysis.of systems supporting the delivery of web applications to improve business flow and information sharing among multiple entities is preferred;flow and information sharing among multiple entities, particularly as they relate to contract development, execution and management process. State Resources and Oversight: The State will provide support and guidance to the consultant selected for this project. Oversight will be provided by OPM Security/Privacy Considerations: Information accessible by the consultant may be sensitive, confidential or subject to the Privacy Act and/or HIPAA. The consultant must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility will be required. The display of an access badge will be required at all times that the consultant is present in the facility.
