Job Description
Developer: .Net Framework 2.0,3.5 And 4.0, .NET Framework 4.5, ASP.NET MVC, MS SQL Server Xml Parsing ADO.NET Agile
Note: We have a new opening for a mid-level (5 to 8 years) .Net Developer within CJIS. See attached SOW for details about this position.
Job Description:
Governor Malloy has stated that the CJIS Governing Boards projects were his highest priorities. In order to show progress and visibility the CJIS team needs a .Net Developer to do the following.
Specific Services Required
* Documenting designs and codes in accordance with the SDM.
* Designing applications in accordance with CISS architecture and standards and mapping design components to the Requirements Traceability Matrix.
* Learning vendors software and systems in enough detail to facilitate troubleshooting and tracing issues to a specific application in the system.
* Experience conducting code reviews and peer reviews of software produced
* Developing and executing unit test plans.
* Participating in the execution of the application version control, software library, and documentation.
* Being responsible for loading and migrating new software builds across environments.
* Identifying defects and entering them into the defect management tool.
* Conducting and participating in code reviews.
* Creating test data for unit and system testing.
* Creating Request for Service (RFS) tickets when Department of Information Technology (DOlT) Service Area support is needed for development support.
* Being knowledgeable on all facets of SDM and assisting the CISS team with SDM compliance for CJIS activities.
* Fulfilling the State System Development Methodology Developer duties.
* Complying with Connecticut Enterprise Architecture Technology Architecture (CTEA TA), Global Justice Reference Architecture (JRA), National Information Exchange Model (NIEM), and other criminal justice industry standards in all areas of the CISS environment.
* Participating in design activities and ensuring compliance with the CISS architecture.
* Providing technology consultation to the agencies and vendors technology teams.
* Performing any duties as assigned by the Executive Director, Enterprise Technology Manager, or Project Manager.
Required Skills/Experience
The individual who fills this position should demonstrate solid application design and development skills, experience in working in a Team environment with other Developers and Team Members, and ability to support all aspects of the CISS environment. The .Net Developer must possess the following skills:
* Experience in Net Framework 2.0 to 4.5
* Experience in ASP.NET MVC
* Experience in MS SQL Server (T-SQL) 2008 onwards
* Experience in XML/XSD
* Experience in ADO.NET
* An ability to understand the complexity of a large integrated system and to trace problems to their source.
* Work cooperatively with other Team Members including Team-Leader/Manager, Developers, Testers, Designers and others
* Experience in Agile and Scrum Methodologies
* Bachelor of Science in Computer Technology, 5 years minimum experience programming in a 3rd generation languages and knowledge of software design patterns
Desired Skills/Experience
In addition to the above, this individual should have strong interpersonal skills and the ability to foster and ensure cooperation and coordination among the various CJIS partners.
* Knowledge in Windows Communication Foundation
* Knowledge of JQuery, Angular JS, Bootstrap and JSON is a plus
* Good problem solving and analytical skills, using them to resolve technical problems; possesses an excellent understanding of business requirements and IT strategies.
* Strong customer service skills and demonstrated ability to build professional relationships. This focus requires the capability to build trust and nurture relationships with CJIS partners while maintaining the project momentum
