DCF Information Systems strives to improve continually improving technology services that are cost-effective and of the highest effectiveness and quality. DEVELOPMENT OF EMERGING TECHNOLOGIES DCF Information Systems, in concert with the Department of Information Technology (DOIT) has taken the lead on crafting an agency-wide information systems architecture(s) that provide the agency with a strategic alternative to the legacy LINK SACWIS, by, sponsoring and staffing the LINK Renovation project. The goal of LINK Renovation is the design and development of a standards-based, information systems architecture that provides the agency with a strategic, adaptable, scalable and cost-effective enterprise automation platform upon which critical business applications can be built. The architecture has been published and received the support of DOIT as well as the Agencys Senior Staff. Architecture validation has been completed and the first suite of application is planned. The consultant will augment an existing .NET team, consisting of a Technical Implementation Architect and a .NET programmer for the purposes of the development of a Background Check application and a Uniform Case Summary (UCS) and the subsequent enhancement of this application in successive planned releases. Additionally, this individual will be working with the Technical Implementation Architect to enhance the existing Distributed Application Framework (DAF) upon which all agency web-based applications will rely. 3. SCOPE OF WORK The candidate will serve in the capacity of a Business Analyst (20%), and Project Manager (80%), providing business and technical analysis, and project management in support of agency IT initiatives. The candidate designs, plans, and coordinates work teams. Follows the federally approved SDLM (System Development Lifecycle Methodology) as well as industry practices such as the PMIs framework. Understands business and technical objectives of a project and works closely with project sponsor. Creates project charter and work plan and tracks budget and schedule progress via appropriate metrics. Establishes project organization and methodologies and defines roles and responsibilities. Documents risks and develops mitigation plans. Manages scope. Creates and implements a communication plan. Builds an effective team, assigns tasks to team members, and evaluates outcomes. Negotiates resources. Communicates to stakeholders and project sponsor. Identifies, tracks, and ensures resolution of issues and removal of barriers. Provides technical support to project team members. Handles complex application features and technical designs. Designs and implements the components required for complex application features. Generally manages a group of applications system analysts. Relies on experience and judgment to plan and accomplish goals. Provides overall direction to the formulation, development, implementation, and delivery of a project. Exercises management responsibility over the achievement of performance, revenue, and profit objectives of a project and its contracts. Ensures that the project plan maintains tasks, schedules, estimates, and status, and disseminates information to team members and customers. Creates a structure and organization for the management of a complex environment with emphasis on quality, productivity, and consistency.
