The Project Manager ensures that the project plans Program Manager, the Executive Director and the CJIS board and are implemented. The Project Manager ensures that the requirements of the stakeholders and user community are aligned with the strategies and direction provided by the CJIS Program Manager and CJIS Executive Director. First, this individual will be responsible for collaborating with all State of Connecticut criminal justice agency stakeholders in activities to implement the CISS Digital Workflows including analyzing, documenting, and coordinating integration and training of the CISS to CJIS agency systems. The complexity of the business requirements combined with the technical nature of the various criminal justice systems throughout the state necessitates staffing CJIS with an individual whose experience encompasses both project management and software application development. Second, this position will also manage the CISS Search deployment by training about 10,000 new CISS users over the next 24 months. This will involve managing at least two CISS trainers and a project plan that completes the training over the next two years. Specific Services Required • Oversee the coordination and delivery of all project management activities and deliverables assigned by the CJIS Program Manager for CISS Workflows and CISS Search. • Assist the CISS delivery team with System Development Methodology (SDM) compliance for CJIS activities. • Create and execute project work plans and revise them as appropriate to meet changing needs and requirements. • Identify resources required to meet the project schedule and assign individual responsibilities. • Ensure deliverables prepared by the team are complete and accurate prior to releasing them to the user community. • Oversee development and execution of the system and user test plans and assisting in the coordination of the user acceptance testing. • Ensure project documents are complete, current, and stored appropriately. • Effectively enforce project standards. • Develop mitigation strategies to minimize exposure and risk on the project. • Provide regular reports on the health of the project, including performance against the budget, adherence to the project schedule, and performance of individual team members. • Create and manage the project notebook or Website (SharePoint) containing all of the current and historical project documents and the current status of the project. • Present the project status as required by the Executive Director or Program Manager. • Provide input to the Program Manager for the development of the biennial budget and provide financial input regarding the quadrennial CJIS Strategic Business and Technology Plan. • Help develop and maintain the Project Communication Plan. • Motivate the team to meet its estimates and remove obstacles that prevent it from attaining its goals. • Perform any duties as assigned by the Executive Director or Program Manager. • Design technical workflows based on business requirements. • Investigate and resolve ambiguities in design specifications between business and technical stakeholders. • Coordinate design reviews of workflows and requirements between stakeholders. • Collaborate with Vendors, DAS-BEST, CJIS and agency staff members to identify and document requirements to support CJIS initiatives. • Document standard operating procedures (SOPs) fo   Call 502-379-4456 Ext 100 for more details.
