This Senior Business Subject Matter Expert (SME) will be an analyst and expert in HIT and HIE for State Health Departments.

Complete Description:

The Senior Business Subject Matter Expert (SME) brings proven experience from Health related agencies and departments. This candidate should have business analysis abilities as well as system integration and technology experience.

They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They are able to utilize knowledge of theory, principles, or technology of specific discipline or field of specialization.

Role Description:

•Consult with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization.
•Require knowledge in computer programming and other related technical fields as well as extensive experience in a particular business or industry subject matter.
•Conduct study or survey on need or problem to obtain data required for solution.
•Analyze data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services.
•Advise client or department heads on alternate methods of solving need or problem, or recommends specific solution.
•Require experience providing consulting services to governmental entities.

This person is more of an analyst than an IT person. The informatics skills necessary are to determine how to get the following information and then to assist DHSS in designing a dashboard to encompass analytical tools which are available to retrieve the information accurately and timely.

•Require knowledge in computer programming and other related technical fields as well as extensive experience in a particular business or industry subject matter.
•Conduct study or survey on need or problem to obtain data required for solution.
•Analyze data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services.
•Advise client or department heads on alternate methods of solving need or problem, or recommends specific solution.
•Require experience providing consulting services to governmental entities.

Knowledge of:
-Healthcare coding schemes (LOINC, SNOMED-CT, ICD-9-CM,ICD-10, SNOMED-CT, ICD-9-CM & ICD-10, CPT, HCPCS, etc.)

-Healthcare payment models (IPPS, OPPS, DRGs, RUGs, fee for service, fee schedules, standard UB / HCFA billing form variables, etc.) (Epis do lots of cost-related analyses.)

-Healthcare denominator data (US Census data files at many levels of granularity, population weighting files, DE Population Consoritum files)

-Understanding of common epidemiologic practices and analyses (longitudinal analyses, temporal analyses, cohort studies, case/control studies, disease natural history studies, health services studies [e.g., resource utilization, cost offset], regression analyses, construction of record-linkage datasets, mapping across types of data [e.g., environmental, disease, population, injury])
-Past work with common epidemiologic analytic tools (e.g., SAS, arcGIS, SPSS, Epi-Info, Excel)
