Description : Support business needs related to the Financial Management Suite of Systems (FM) as they are used to support the Office of Work Program and Budget (OWPB). Must be able to liaison between team members, customers, management, and Office of Information Technology (OIT), supporting OWPB and enterprise technical needs. Supports in the decision making on high-level design choices and technical standards, including software coding standards, tools, and platforms. Provides application design, architecture, and system integration recommendations based on OWPB information technology strategy. Develops and coordinates the definition, prioritization, coding, and testing of system changes and enhancements. Provides reusable standards, guidelines, patterns, and frameworks to streamline the execution of OWPB systems. Must be able to use a variety of platforms to provide automated systems applications to customers. Act as an internal consultant, advocate, mentor, and change agent. Education 1) Bachelors or Masters Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience. 6 Experience 2) 7+ years as a software architect or lead developer 3) 7+ years of broad experience working with development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/WebAPI, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS. 4) Knowledge and understanding of FDOT architecture, applications systems design and integration, highly desired. Job Specific – Knowledge Skills and Abilities (KSAs) The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas: Knowledge of OOP (Object Oriented Programming) concepts. Knowledge of design patterns, performance issues and troubleshooting strategies. Skilled in the use of multiple development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/WebAPI, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS. Skill in architecting and deploying high volume, high transaction based, distributed and redundant web applications. Skill with Relational Database Management Systems (RDBMS) including IBM DB2, Oracle, and Microsoft SQL Server. Knowledge of development methodologies including waterfall and agile. Ability to prepare computer program test plans and to create test databases and test environments. Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service. Ability to balance multiple demands and work both independently and as part of a team. Ability to conduct complex systems analysis and translate user requirements into business solutions. Ability to integrate research and best practices into problem avoidance and continuous improvement. Ability to display professionalism in dealing with all levels of management and staff.
