Description:

4 Scope of Services

Serves as a liaison between the business community and the IT organization in order to provide technical solutions to meet user needs. Possesses expertise in various lines of transportation business and an understanding of the existing IT tools supporting organizations processes. Analyzes business partners operations to understand their strengths and weaknesses and to determine automation opportunities in processes and functions. Assists in the business process redesign and preparation of documentation as needed in support of major integration project. Translates high level business requirements into functional specifications for the development team and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates issues, builds consensus and confirms commitments by facilitating communication between business unit(s) and IT throughout the tool development life-cycle. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units to enhance the enterprises competitive edge. May make recommendations for interim improvements based on benefits and costs of disposable process and system improvements.

The selected candidate will be assigned to analyzing and documenting the critical business functions and business processes, conducting test runs of procedures, recommending improvements and communicating changes related to operating procedures in the Office of Work Program and Budget (OWPB). The selected candidate will work with a team to identify functional gaps, develop and document business rules and document processes supporting critical functions. The candidate will analyze financial systems and dependent business processes owned by OWPB and assist in re-engineering areas impacted by an ongoing business transformation. This will include analyzing and making recommendations for potential solutions to short-term problems based on the benefits and costs of quick fixes or improvements as well as mentoring FDOT staff on specific knowledge necessary to execute processes. Documentation will be completed with advice from OWPB staff in a format conducive to communicating the information. Deliverables from the analysis efforts should include process flow diagrams, context diagrams and additional documentation detailing inputs/outputs, and any needed functionality. Work completed with the business unit is supportive of a major integration initiative and will require collaboration and communication with the major initiative project team.

5 Education

Bachelors or Masters Degree in Computer Science, Business Administration, or other related field or equivalent work experience. Special consideration will be given to candidates with knowledge of FDOT business functions, Six Sigma certification or similar business analysis and engineering certifications.

6 Experience

Candidate must have a minimum of 15 years of hands on experience in transportation business finance and/or production processes which can be leveraged in business process reengineering and documentation. This experience must also be in a professional environment in a financial discipline. Candidate will be expected to describe multiple past experiences with business process tools and how they were deployed for a successful outcome.
