Description:

Scope of Services

This scope is intended to provide project management and Lean Six Sigma methodology to support the development, implementation, and maintenance of MyFloridaLRS, the new spatial data coordination and tracking (package) project. MyFloridaLRS will provide the Transportation Data & Analytics (TDA) Office and the District offices with efficient tools for reconciliation of the Roadway Characteristics Inventory (RCI) database and corresponding linear referencing system (LRS). The system will evolve as RCI transitions to the Integrated Roadway Asset Identification System (IRAIS) in the coming years.
The coordination process for the RCI database and the corresponding LRS spatial data is a key service provided by the FDOT Transportation Data & Analytics Office (TDA). The TDA Office is responsible for developing the mechanisms used to gather, maintain, and edit the LRS as well as associated Geographic Information Systems (GIS) data and information. These processes are designed to carefully coordinate activities between multiple entities within the TDA Office and the FDOT District offices in order to ensure accuracy and consistency between RCI data and the LRS.
In order to achieve this goal, the TDA Office has reviewed the current internal processes and procedures that support this service, identifying new ways to enhance the current processes which will ultimately lead to better, faster, and smarter interactions between the various office functions. This project will utilize the identified areas of improvement in order to produce a more predictable service that is timely, accurate, consistent, and transparent. The project will also focus on methods to measure, monitor, manage, review, and continually improve the current service offering as well as provide an operational framework for any new service offerings that may be needed in the future. Finally, the project will provide the foundation for the development of an application to automate various activities within the process in an attempt to provide a more efficient and transparent service to FDOT staff.

1. Experience with Lean Six Sigma methodology.
2. Experience with TDA Office practices.
3. Experience in leading/working with a project technical team(s).
4. Experience in creating documentation and/or training materials.

7 Primary Job Duties/ Tasks

This project is intended to accomplish the following goals:
1. Standardize RCI/LRS tracking (package) process components within the TDA Office and the Districts.
2. Create a mechanism to allow performance monitoring of the entire process.
3. Streamline process activities and communication.
4. Develop a system to automate submittal activity, tracking, and the return of RCI/LRS packages.
5. Manage project scheduling activities with team leads, development teams, and business leadership.
6. Identify technology, products, and vendors who may be able to assist in project development.
These goals will be accomplished via the following project tasks:
· Continuously identify opportunities for improvement and ways to gain efficiencies on the business process through the use of Lean Six Sigma methodology.
· Develop a project management framework in combination with Lean Six Sigma methodology for office project initiatives.
