This project has begun developing a new application that will: - Derive and summarize raw data from a standardized data source into a format that can be used for reporting and interfacing with other systems - Allow end users to review, validate, and edit derived data elements - Audit user edits - Apply business rules to derive additional data elements not present in the source data - Integrate with existing systems to populate work orders, identify assigned assets, and correlate the assets with the derived data elements - Populate downstream systems via interface with the formatted data, including derived values and user edits - Display geospatial/available data in a map format - Be web based This individual will need to work directly with end users, development/QA staff, and the application owner; manage scope; and translate business needs into artifacts for system design/development. This individual will be managed by the client Project Management Office (PMO) utilizing staff Project Managers. Deliverables from this work are intended to guide development, testing, and usage of the application. - Functional and technical requirements - Use cases/User stories - Application mock ups - Clearly documented expected business outcomes of the to-be-built application - Defined (in-scope) business processes - A "Parking Lot" of future scope/development elements (Out of scope item management) - Stakeholder Analysis - System/application owner and support role definition/expectation documentation - Application/development risk log and quality expectations - System interface gap analysis - Data process flow and data gap definition - Application development test cases/plan Critical factors: 1. In-depth working knowledge of Idaho Transportation Department Winter-Maintenance activities 2. Existing technical understanding of WARS interfaces with Cirus Controllers, the client Maintenance Management System (TAMS), and the client Linear Referencing System/GIS 3. Demonstrated understanding of WARS phases and requirements 4. Facilitation (getting the right answer without scope creep) 5. Technical depth (understanding existing systems and mapping data) 6. Documentation (ready to implement requirements) Required Skills: - Highly experienced with negotiation, facilitation, and presentation skills - Experience leading and facilitating group and individual discussions to meet specific outcomes (business process development, issues/conflict resolution, use case development, etc…) - Able to function independently with minimal direction/guidance - Extensive experience developing business process, use case, functional requirement documentation - Ability to understand and manage scope - Excellent communication skills with proven success in interaction with all levels of staff; either in person or remotely - Extensive business process analysis, automation, workflow, and re-engineering experience - Experience with Business Process Modeling and Notation (BPMN) - Experience defining business logic for system development - Possess knowledge and experience leveraging both IT solutions and business process improvements - Proven integrity, ethics, reliability and professionalism   Call 502-379-4456 Ext 100 for more details.
