Documentation that captures the spatial requirements for WARS integration with the GIS-enabled Roads & Highways LRS. 2. Documentation that captures the as-is and to-be workflows for WARS integration with the Transportation Asset Management System and the GIS-enabled Roads & Highways LRS. 3. Provide an approximation of a work breakdown structure and time estimate. 4. Documentation that captures the requirements for the new dual-carriageway LRS to support the existing GIS environment, including the GIS data warehouse and associated data automation processes. 5. Documentation that captures the requirements for an enterprise transportation asset management system. 6. Documentation that capture the requirements for a fleet management system. 7. Reviews, analyzes, and evaluates business systems and user needs. 8. Facilitates the discovery of as-is and to-bebusiness processes. 9. Documents business processes in a manner that facilitates long term maintenance, businessprocess automation, and process improvement. Representative/advocate of the overall program to include: • Technical Writing/Standard Operating Procedures • Create Training Materials • Functional and Technical Requirements • Use Cases/User Stories • Defined (in scope) Business Processes • Parking Lot of future scope/development elements • System interface GAP analysis • Traceability Matrix • Application development test cases/plans • Issue and Risk log and quality expectations BPE- Business Process Engineering BPA- Business Process Automation Based on the results of the requirements gathering process, ITD may proceed with advertisement of a subsequent contract to complete the suggested GIS implementation work. Specific Skills Required (Business Analysis, Commercial Transportation software, databases, operating systems, etc.) Direct skills: 1. Software development process 2. Software requirements gathering and documentation 3. Project requirements gathering and documentation Critical factors: 1. Facilitation 2. Technical depth (navigating systems and mapping data) 3. Documentation (ready to implement requirements) • Highly experienced with negotiation, facilitation, and presentation skills • Experience leading and facilitating group and individual discussions to meet specific outcomes (business process development, issues/conflict resolution, use case development, etc…) • Able to function independently with minimal direction/guidance • Extensive experience developing business process, use case, functional requirement documentation • Ability to understand and manage scope • Excellent communication skills with proven success in interaction with all levels of staff • Extensive business process analysis, automation, workflow, and re-engineering experience • Experience with Business Process Modeling and Notation (BPMN) • Experience defining business logic for system development • Possess knowledge and experience leveraging both IT solutions and business process improvements • Proven integrity, ethics, reliability and professionalism • Must have expert knowledge of Microsoft Office Suite, including Microsoft Project and Visio • Familiarity with GIS and/or ESRI GIS is preferred • Familiarity with ESRI Geo Event Server is preferred • Experience with ESRI Roads & Highways LRS preferred • Experience with Transportation Systems is preferred   Call 502-379-4456 Ext 100 for more details.
