That system, known as ESPI, is used by Child Welfare to document and track case information and practice activities for children and families statewide. In addition to being a case management system, ESPI is used to process payments to foster families and for any services related to the care of eligible children, determination of funding eligibility, and generation of referrals to Medicaid and Child Support. The Family and Community Services Division (FACS), specifically the Child Welfare program is seeking a Business Process Analyst (BPA) that brings proven experience from related businesses or organizations as well as system integration and technology experience. The BPA will consult with the Child Welfare program to focus on developing and putting in place solutions to business needs as part of a team that supports field operations with business process, training, and technical support. This work could include reviewing, analyzing, and evaluating business systems and user needs. The BPA will facilitate the discovery of as-is and to-be business processes and document business processes in a manner that facilitates long term maintenance, business process automation, and process improvement. The BPA may work as a part of a development team acting as the business representative/advocate on software development projects. This is a part time BPA position, not to exceed 25 hours per week and will be a mix of telework and in-person work which requires the candidate to live in the greater Boise, Idaho area or be willing to relocate. Agency Expected Deliverables Deliverables expected will include, but are not limited to, the following: • As-is / to-be business process flows • A plan to help the business transition from the as-is state to the to-be state • Well-structured short-term and long-term work plans • High-level business requirements • Functional requirements • Other supporting information that will be used to create the project management plan • Provide knowledge transfer at end of project or upon contractor leaving the project • Enterprise testing plans and execution of those plans with automated test management tools Specific Skills Required (Programming languages, databases, operating systems, etc.) Experience: Two plus years of experience. Education: Four-year college degree or equivalent study in business process analysis Description of required skills and knowledge include: • Work with customer business units to understand their business processes. • Develops performance metrics for successful business process management initiatives. • Does workflow design and process improvement. Additional considerations: • Although a candidate may have considerable experience as a Business Process Analyst, that experience alone will not make them a viable candidate for this position. The resume of a successful candidate will demonstrate experience working with customers to define business processes and identify opportunities for business process improvements. • Candidates should provide samples of their work related to process redesign or performance metric development along with their resumes.
