This work includes; revision of the ETS Services Portfolio, update of the ETS Service Catalogue, optimization of service delivery processes, functional alignment of teams, services, and work, updating the ETS operational philosophy, and re-organization - with the sole purpose of improving service delivery. This individual will work directly with the ETS Management Team, as well as, front line staff. They facilatate prioritzation of service delivery activities, develop requirements, manage scope,and produce organizational and process artifacts. This individual will be managed by the clients ETS Operations Manager. Deliverables from this work are intended to guide this service delivery overhaul. - Clarify vision, problem, and scope stamentment - Clearly documented expected outcomes (measurable) of the to-be-established service delivery - Documented service delivery overhall requirements - Documented as is state of service delivery - Documented future state of service delivery - Documented gap analysis of as-is and future state of service delivery - Defined (in-scope) service delivery processes (as-is and future state) - A "Parking Lot" of future scope/development elements (Out of scope item management) - Stakeholder Analysis - Service and support role definition/expectation documentation - Issue and risk log and quality expectations Critical factors: 1. Facilitation (getting the right answer without scope creep) 2. Technical depth (understanding existing ITSM and mapping future ITSM) 3. Documentation (ready to implement requirements) Required Skills: - Previous experience working within Idaho State Government preferred; w/in ITD heavily considered Highly experienced with negotiation, facilitation, and presentation skills - Experience leading and facilitating group and individual discussions to meet specific outcomes (business process development, issues/conflict resolution, use case development, etc…) - Able to function independently with minimal direction/guidance - Extensive experience developing business process, use case, functional requirement documentation - Ability to understand and manage scope - Excellent communication skills with proven success in interaction with all levels of staff - Extensive business process analysis, automation, workflow, and re-engineering experience - Experience with Business Process Modeling and Notation (BPMN) - Experience defining business logic for system development - Possess knowledge and experience leveraging both IT solutions and business process improvements - Proven integrity, ethics, reliability and professionalism *** Due to the complexities of State-agencies and their contracts that will need to be navigated through, previous experience working within Idaho State Government preferred; particularly within Idaho Transportation Department is highly preferred.   Call 502-379-4456 Ext 100 for more details.
