Agency Project Scope
The Idaho Department of Water Resources (IDWR) is seeking a contract programmer to work on-site at IDWRs State Office in Boise, Idaho, to augment existing staff in rewriting existing VB6 based programs which support critical IDWR processes into C# based programs utilizing current IDWR programming standards and tools. The selected contractor will be working under the direction of the Information Technology Section Manager to reduce/eliminate the existing VB6 programs currently in use and to assist in reducing the backlog of reported bugs and fixes currently tracked.



Agency Expected Deliverables
Weekly progress towards reducing the number of VB6 applications by rewriting in C# and current IDWR development tools and standards. Assistance with reducing the number of backlogged bugs/fixes to current C# based applications will also be expected.


Specific Skills Required (Programming languages, databases, operating systems, etc.)

• Expert knowledge and programming experience with the following:
C#, MS SQL/T-SQL

• Expert knowledge and experience with VisualStudio, WinForms, WPF, Entity Framework\Entity Framework Core, ComponentOne, MVVM, MVC, LINQ, OpenXML, ClickOnce, HTML5, Razor, VB.Net, .Net Framework, .Net Core, ASP.Net Web Service, ASP.Net Core, JQuery, Dojo, Angular JS, Bootstrap

• Experience using Team Foundation Server, NuGet, Jenkins, ClickOnce, SQL Server Management Studio

• Experience in developing/interfacing with ArcObjects API, Esri JavaScript API, eDocs Document Management System (Open Text)

• Experience with Active Directory

• Business/Systems Analysis experience

• Ability to clearly communicate with end-users to gather and document system requirements

• Experience with MS security implementation/options best practices as they relate to application development and interfacing with MS SQL Server databases

• Expert knowledge of interfacing with Office 2013 suite (Excel/Word/Access)
