Monthly, DoF processes an Excel spreadsheet (Attachment A) generated by CPSs Pitney Bowes software. This software is used by CPS for collecting State agency charges for CPS postal services. The Excel file contains State agency account number, day of the month the charge was incurred by the agency, Carrier and Class codes (Attachment B), postal pieces processed, and postal charge. The Excel file is uploaded into an Adobe ColdFusion program written for DoF for processing the charges. The ColdFusion program creates a flat file of postal service charge information that is passed to programs resident at the State Controllers Office (SCO). The ColdFusion program also receives payment information from the SCO, which is used to produce DoF report Attachment C. The ColdFusion program is creating reporting errors, and at times may be passing incorrect billing information into the flat file it creates. Knowns & Unknowns 1) The DoF program is written in Adobe Flash and ColdFusion. 2) The Excel file created by the Pitney Bowes software is uploaded to the ColdFusion program through browsing an employees directory for the file. The data being created by the Pitney Bowes software is thought to be accurate. 3) The flat file created by the ColdFusion program from the Excel file may contain errors. End user has found errors in the SCO program, and does not believe they are being created by that program. 4) The ColdFusion program receives a flat file back from the SCO program. This flat file is used to create a payment report for DoF. This report is often not accurate. 5) The ColdFusion program is not sufficient for the changing needs of DoF and CPS. DoF and CPS need the ColdFusion program to be flexible, and provide other interoffice billing abilities not associated with Central Postal Services. 6) Attachment D is a rough flowchart of how the process is thought to currently work. Expected Deliverables 1) Systems Analysis. There is limited subject matter expertise for this program. The program was a “Work for Hire”, and no system documentation of the program is known to exist. The source code is resident on an Office of the CIO server. The State will require all systems analysis to be documented and surrendered to the State at the end of the project. Payment will not be made for systems analysis without some evidence of services rendered. 2) ColdFusion Program Debugging and Enhancements. Part of the systems analysis will be to interface with the DoF and CPS end users to determine the scope and nature of the errors being generated by the program, and the scope of desired enhancements. Once determined, the estimated hours necessary to correct all programming errors, and the estimated enhancement hours will be provided to the end users. The end users will then decide either to proceed with the debugging solely, or both the debugging and enhancements. Depending on scope and cost, the end users may also decide to cancel the PSO. Should the end user decide to proceed, all corrections and enhancements will be properly documented through an amendment to the PSO.
