The Project Management role will rely on an intimate understanding of the DHW automated system and business units to drive enterprise wide solutions, strategies, and integration between DHW business units in coordination with the development work completed in ITSD or by vendor contractors with automation development responsibilities. Because the Project Manager will work at a high level in the organization it will be critical that an understanding of the working relationships within DHW can be used in the day-to-day Project Management decision making. This position will work closely with the Scrum Coaches and Engineers. The Project Manager will ensure the business requirements and priorities of DHW are translated into project strategies, dependencies, early wins, return on investments, interim deliverables (including annual progress reports and funding requests). The Project Manager will work closely with Executives, the Project Business Driver, and Operational Leaders in all Divisions within DHW. Expected Deliverables (Section B): Experience: Ten years plus experience plus specific items below Experience in scrum methodology and application: This skill cannot be met by knowledge-only, but MUST be demonstrated by the successful use of scrum in at least two organizations, verifiable by contact to superior representatives in the respective companies/organizations. In addition this individual MUST at a minimum be certified as a Certified Scrum Professional and must demonstrate passionate and recent practice in this methodology. Experience in Project Management: The individual must have direct experience managing a project with a budget in excess of $20M over the life of the project; must have been successfully completed; and the project management role played by the manager deemed critical to the success of the project—all three (budget, success, and critical role) must be documented and verifiable by contact to superior representatives in the respective companies/organizations. Experience in Government-driven Human Services delivery: The individual MUST have at least 5 years experience in a Government environment supporting and developing systems (business and hardware and software) to deliver Human Services (eligibility, child support, foster care, Medicaid, cash programs, etc). Experience with the DHW computer systems: The best candidate for this position should have experience with the Idaho Benefit Eligibility System (IBES) as well as supporting subsystems (eVerif-I and eCaseFile) with some knowledge of mainframe and related computer systems (FOCUS and MMIS) as it relates to the overall functions within DHW. This requires more than knowledge of these systems but a basic understanding of how they work and how they are interconnected to support the current operations within DHW.
