Job Description Administrator: Business Analysis, Healthcare Experience, Financial Experience,

Business Analysis to work with Hospitals, Physicians, Laboratories, and Pharmacies statewide assisting customers to help define and analyze business problems and solutions provided by the Kentucky Health Information Exchange including training. Position will answer calls to assist end users with issues on KHIE/SLR. Lead or participate in outreach sessions with end users to inform them about KHIE capabilities, define and document business requirements and connectivity needs. Work with technical staff to ensure that the solution design meets the business requirements. Must have experience in business analysis, outreach, training and marketing on large scale complex systems.

• Planning and coordination of all outreach with the REC through regularly scheduled meetings to avoid duplication and maximize resources and outreach
• Identification of state, regional, and local stakeholders who facilitate access to hospitals and healthcare providers and/or whose mission aligns with HIE and meaningful use and agree to support their peers/constituencies
• Public and provider education/information delivered at multiple levels through diverse media as recommended by the Accountability and Transparency Committee and addressed in the state HIE communications plan to include dissemination of KHIE “Welcome Packet”, connectivity guide, and other resource materials; postings and links on stakeholder websites, press releases and participation in local media interviews; monthly updates and other information using govdelivery.com; articles in stakeholder newsletters and postings on their websites; coordination with Medicaid provider communications; etc.
• Outreach at the state, regional, and local levels to include conference calls, group contacts, as well as one-on-one contacts with hospitals and healthcare providers (including those strategies identified above)
• Follow-up of group contacts to include one-on-one interaction with the providers (and their affiliates/trading partners if they elect to do so) to begin the process
• Execution of the Participation Agreement
• Assist with scheduled technical call or visit to link the KHIE vendor with the hospital IT staff and/or third-party vendor to review technical requirements, assess and plan for integration and connectivity
• Connectivity, Interoperability, Training, and Go-Live Implementation
• User Feedback
• Engagement of the Healthcare Providers Other Medical Trading Partners to outreach and engage other providers in the region; serve as “champions” for HIE participation among their peers; and act as local points of access for resource and referrals to the KHIE, the RECs, and the RHIOs

Efforts to connect hospitals and providers will continue throughout the State HIE Cooperative Agreement Grant Period and are expected to extend beyond January 2014 to reach those providers who fail to early adopt and/or to adapt to changes in the healthcare market (i.e., emergence of new providers, healthcare entities, etc.).
