The process of accepting Proposals and choosing the successful proposer shall be by sealed Requests for Proposals (“RFPs”) using the competitive negotiation process under KRS 45A.370. The Metro Government, if it chooses to award a contract based on this Proposal, shall do so on the basis of the Proposal which is most advantageous to it based upon the Evaluation Criteria set forth herein. (KRS 45A.370(5)). The Metro Government finds that a purchase through competitive negotiation is necessary because specifications cannot be made sufficiently specific to permit an award on the basis of either the lowest bid price or the lowest evaluated bid price. The Metro Government shall conduct written or oral discussions with all responsible proposers who submit Proposals determined in writing to be reasonably susceptible of being selected for award, except as otherwise provided by law. Where the Metro Government can clearly demonstrate and document from the existence of adequate competition or accurate prior cost experience with the particular supply, service or construction item, the Metro Government may make an award on the basis of the original submitted Proposals. Background Metro currently runs Oracle E-Business Suite (EBS) version 11.5.10.2 for financials and EBS Public Sector Budgeting (PSB). Metro runs Oracle Imaging / Process Management (IPM) version 7.7.4.0 to view and approve invoices for payment. EBS supports the following business functions; Purchasing, Accounts Payable, Accounts Receivable, Oracle Loans, Fixed Assets, Cash Management, and General Ledger. PSB supports Planning & Budgeting. These functions are also supported in part with a mix of manual operations managed through Excel, SharePoint, CAFR Online, GL Wand, and Crystal Reports. EBS has integrations with banking entities as well as various legacy Metro technology systems. Metro does not know how long it will need to maintain the current system. Summary of Requested Services The purpose of this Request for Proposal (RFP) is to select a vendor that can perform the development needs to support Metros current EBS system as well as provide the necessary support to transfer data to a new ERP system when Metro decides to change/upgrade. Successful respondent needs to have experience with Oracle 11i. It is preferred for the candidate to be able to work on site and will serve as a developer supporting tickets and project-based initiatives. Development skill sets and essential functions should include the following: • Works with Metro support services and third-party vendors to resolve customer open issues with Oracle EBS system. • Technical knowledge of Oracle E-Business Suite 11i, business flows and workflow. • Working knowledge in Oracle ERP applications development with an emphasis on workflows, interfaces, data extraction, and other technical functions. • Proven working knowledge in interfaces/conversions in the Oracle 11i E-Business Suite of applications environment. • Strong technical skills in Oracle applications 11i and knowledge of Oracle schema structures of Oracle 11i E-Business Suite modules, including PSB, AP, AR, Purchasing, Fixed Assets, Cash Management, and GL. • Strong experience in architecting, implementing and managing high performance scalable J2EE applications on Linux/Unix platforms with one or more of the following: Java Web Services, Oracle SQL Developer, JSP, EJB, JSF JMS, XML, JDeveloper. • Very strong Oracle SQL experience of writing complex queries and developin   Call 502-379-4456 Ext 100 for more details.
