Description:
The Health Insurance Exchange and Integrated Eligibility System (HIX/IES) is the health insurance marketplace for the state of MA. The system went live on November 15th, 2014 after a rapid 6-month implementation effort. While the system is performing extremely well in production for the past two years, tight business deadlines prescribed by the Affordable Care Act (ACA), and the Commonwealth business needs, has resulted in a demand for many new features and functions to be successfully implemented in 2019.
Rate Card Title: Project Manager - Senior Functional Title: Senior Release Manager
Reports to the Director of HIX. The individual is responsible for management of JAD sessions, project deliverables, managing Risks & Issues (Identification, monitoring, reporting, and mitigation of Risks & Issues), Prepares Slides for Status Deck meetings, and Updating/Maintaining Project Plan.

DUTIES: Their time is spent on several major functions on a rotating basis:
• Oversee the System Integration (Si) vendors management of hCentive schedule, scope and resources to meet project goals
Deliverable: Risks and Issues Log, Decisions Log, Action Items Log, and Weekly Project Report
• Participate in the development of all deliverables and artifacts for the hCentive project and provide feedback. Deliverables and artifacts can come from various sources such as; SI vendor, IV&V vendor, Commonwealth resources, and federal partners
Deliverable: Deliverable and Artifact Review Feedback Form
• Monitor daily events and work with SI vendor to re-plan as necessary on a continuous basis

• Identify and manage the mitigation of risks and issues

• Monitor progress against project schedule and deliverables, including key events such as deliverable acceptance, decision dates, entry and exit criteria, go/no go criteria, etc.

• Facilitate/force decision-making at all organizational levels - and escalate when decision-making is impacting the project in any negative manner

• Ensure adherence to the Project RACI, facilitating communication with and outside the hCentive project to ensure collaboration and minimize lack of productivity

• Defining the scope of the Project
Deliverable: Deliverable: High-Level Project Scope Description, Detailed Functional and Non-Functional Requirements, Use Cases, Business Rules
• Developing a work breakdown structure (WBS) for the tasks involved in implementing the scope
