Description:

The IAM Project Manager will work closely with the Chief Technology Officer, to drive the IAM (identity access management) program forward. The Project Manager will devise and deliver technology and process changes that enhance and improve the ways that users access Commonwealth services and systems.

The Project Manager will work with the IAM Support Lead, to deliver appropriate arrangements; making sure that the end user issues, maintenance and enhancement requests are dealt with in an appropriate and timely manner. Longer term, they will hand-off all application and privileged access management-related support to teams within EOTSS.

The successful candidate will be an excellent communicator, capable of explaining the IAM programs goals and securing buy-in from stakeholders across the Commonwealth. They be able to articulate priorities and raise attention of key risks and challenges to the EOTSS senior leadership.
Responsibilities:
• Ensure sensitive accounts and assets are protected through deployment of privileged access management controls, enhanced auditing and monitoring controls
• Work with HR and technical teams to design/ deliver new approaches to onboarding, offboarding, and access provisioning processes for personnel joining and leaving the Commonwealth
• Manage and oversee personnel assigned to the IAM Program
• Integrate applications with the Commonwealths identity service and deploy privileged access management controls; single sign-on and multi-factor authentication
• Maintain oversight of the programs professional services support arrangements; reconcile invoices against timesheets, report on performance and milestones, and negotiate statements of work and task orders
• Manage relationships with vendors; escalating issues and raising requests for enhancement
• Maintaine oversight of the Commonwealths use of software licenses
• Devise a cost model for recharging Centrify and Idaptive licenses to secretariats, so that these costs can be captured in FY21 Budgets
• Manage relationships with key Commonwealth stakeholders; Secretariat Chief Information Officers, Business Owners, Application Developers, and Server Owners
• Produce communications materials for end users and key stakeholders to provide updates on the programs progress and the rollout of new features and capabilities
• Set goals and targets for the program across its multiple workstreams, reporting on progress and emerging risks to EOTSS senior leadership
Preferred Knowledge, Skills & Abilities:

• 5+ years of project/ program management experience
• Experience with various IAM tools/ technologies, highly preferred
• Experience/ knowledge implementing technical programs highly preferred
• Strong vendor management experience
• Experience leading complex change management programs and people management
• Strong communication; a proven ability to build relationships with a range of stakeholders
• A technical background is not required; but the candidate must be a quick learner and capable of making complex technical issues easy to understand for all audiences
• Experience of working in the public sector, or in public sector-facing roles strongly preferred
