Description:
Position Summary:
The Executive Office of Housing and Economic Development (EOHED) seeks a Project Manager who will be responsible for managing an application installation project called the State Rental Assistance and Public Housing Data Warehouse project. This application will be installed into a hosted cloud solution for the Divisions of Rental Assistance and Public Housing. The Project Manager is expected to interact with the solutions provider, technical IT teams both within and outside of EOHED, and business stakeholders.
The Project Manager works with the IT Director, the rental assistance and public housing program staff, business stakeholders, external partners, and internal IT technical staff to assure that this project is delivered on time and within budget.
The Project Manager assures that project scope, project definition, project plans and integration of detailed work plans are all well-defined. The Project Manager assists the project sponsor and others with the following:
• Analyzing project deliverables
• Creating project status reports
• Monitoring deliverables against the project plan and budget
• Controlling changes to plan and proper sign-off at each phase of the plan
S/he also ensures that the project teams (both in house and contractors) are functioning as efficiently as possible and that projects and resources are focused on addressing the projects goals and initiatives.
S/he must provide effective communication with all Department groups, business partners and external consultants. The Project Manager reports project status to appropriate stakeholders.
S/he facilitates meetings and works with peers to coordinate assigned technical resource activities.
The Project Manager assumes a leadership role in integrating EOHED standards into the project management structure while meeting EOHED initiatives using a best practice approach. S/he champions EOHEDs interests to assure that the project is on track.
Specific duties may include:
Project management:
• Define project definition and scope
• Develop Project Plan including integrated work plans
• Determine project deliverables
• Create project status reports
• Monitor deliverables against a project timeline
• Control changes to the project
• Ensure proper sign-off at each phase of the plan
Team Management:
• Convene periodic project meetings to review project status
• Implement methods and tools to improve productivity
• Review project costs against deliverables
Coordination/Communication:
• Implement project status updates and change order requests
• Ensure that costs are within budget
• Escalate project issues to the proper stakeholders
• Report project status to appropriate stakeholders
• Facilitate any other required meetings and work with peers to coordinate technical resource activities
Preferred Qualifications:
• College degree with at least 5 years of direct Project Management experience.
• Experience managing projects of a technical nature, and acting as IT liaison in interactions with IT solution providers.
• Project Management Certification is preferred.
• Prior work experience on projects made up of at least technical 5 team members.
• Knowledge of acceptable Project Management practices as defined by the Project Management Institute (PMI)
• Leadership, management and supervisory skills
• Expertise in problem solving and conflict resolution
