One of the key agencies within A&F is the Department of Revenue (DOR). DOR manages Commonwealth taxes and child support, and their mission is to gain full compliance with the tax, child support and municipal finance laws of the Commonwealth. The mission of DORs Child Support Enforcement Division (CSE) is to make a difference in the lives of children by enforcing the financial responsibilities of parenthood. CSEs core functions are to establish paternity and establish, enforce and modify child support and health insurance orders. The COMETS HD system is the agencys new child support enforcement IT system implemented in 2018 and is currently in Warranty Support. A&F IT is looking to hire a proactive, detailed oriented and hands-on Project Manager – Technical Lead with a proven track record of success managing projects to assist the Program Manager / PMO in managing the COMETS HD program and related work tracks during Warranty Support. One of these work tracks is address technical debt and upgrade the COMETS HD software (Java, Oracle, Linux, WebSphere, BPM and Portal). This position will report to the COMETS HD Program Manager. Responsibilities: • Responsible for the overall planning and management of assigned technical sub-projects in whole or in part in conjunction with the COMET HD Team. • Assist in the definition of project scope and objectives and ensure that project stakeholders expectations are in-line with project scope and deliverables. • Develop, manage and maintain a detailed Work Plan/ Project Schedule. • Manage the day-to-day project activities, actively monitor project performance, measure / track progress, make adjustments as needed and identify areas for improvement to remove blockers and keep the project on track. • Analyze and Identify resources needed to reach project objectives, coordinate internal and third-party resources and creatively manage potential resource constraints in an effective and efficient manner to successfully execute the project. • Understand complex technical scenarios and requirements and ferret out obstacles to progress and suggest alternative strategies and directions. • Responsible for reporting status of the Project to Project Management Office, Senior IT and Business Management, including the articulation of impediments, risk analysis, risk mitigations, timeline and budget impacts. • Plan and oversee the preparation and dissemination of project communication. Communicate and interact with DOR business representatives and Executive/Senior Management and Project Team members on status of specific projects. Produce project meeting minutes and project reports. • Utilize industry best practices, techniques, and standards throughout entire project planning and execution. • Successfully manage the relationship with the business, technical team and vendors and all stakeholders • Perform risk management to mitigate project risks. • Champion and promote the Software Development Life Cycle process and ensure it is evaluated and adhered to.
