Job Description Consultant: Project Management, Report Writing, MS Access, MS Excel MS Outlook MS Powerpoint Cognos

Description :

Detailed statement of duties and Responsibilities:

Initiates, coordinates, and oversees projects and analyses related to MassHealths Acute Hospital Program. Leads maintenance of MMIS System updates for Acute Hospital Program provider types including but not limited to:

a) HCPCS\CPT Updates and Deletions.

b) Coordinate provider rate updates and all associated activities.

c) Produce TLs for Policy and Program updates

d) Subchapter 6 maintenance (anti-Subchapter 6).

e) Coordinate with Physician Program and Systems group to assure most current codes are correctly loaded into MMIS.

f) Detailed involvement in grouper development and coordination with 3M

g) Coordinate and manage escalated provider issues related to payment, including all MMIS activity to achieve resolution.

Reviews and updates acute hospital regulations, provider manuals, bulletins and billing instructions. Coordinate with Legal, Publications Department and others to assure timely submission of materials as required.

Reviews and updates Procedure codes, HCPCS/CPT and revenue codes. Coordinates 3M grouper updates and coordinates updates with OCA, IT, and with other programs as necessary.

Analyze claims data and reports and other information prepared by internal and external parties, make recommendations for improvements to policies or processes and implement changes as required.

Monitor and evaluate the hospital program with respect to hospital billing procedures and instruction. Develop, recommend, and implement standards by which to monitor and evaluate hospital program activities, acute hospital utilization, spending, quality and other measures.

Review and make recommendations related to annual RFA contract. Revise manuals to meet current regulation and RFA requirements. Recommend updates to Regulations as necessary. Work with management and Legal as required to implement changes.

Represent MassHealth and the Acute Hospital Program on internal and external committees or workgroups related to hospital services, policies and billing. Schedule meetings with appropriate providers, acute hospital program and other EOHHS staff, as necessary, to resolve issues.

Responds to requests from providers and others regarding Hospital program activities, billing issues, and other related matters. in coordination with Legal, Program Integrity, Claims Operations, Customer Service Team (CST), hospitals, provider enrollment, IT, and others as required to resolve hospital billing issues.

Performs other duties as required.

Qualifications Required at Hire:

· Excellent analytic, interpersonal, project management, organization, negotiation, problem solving and leadership skills.

· Ability to prepare well-written reports, clearly deliver presentations and effectively lead meetings

· Ability to gain cooperation and coordinate the efforts of others in accomplishing assigned work objectives.

· Ability to communicate effectively, both orally and in writing. Ability to write concisely, to express thoughts clearly and develop ideas in a logical sequence.

· Knowledge of the principles and practices of hospital reimbursement and quality management.

· Proficiency in Excel, Access, PowerPoint, Cognos and Microsoft Outlook, computer applications and data analysis.

· Knowledge of mathematical and statistical methods of analysis and the methods used in the preparation of charts graphs and tables

· Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
