Client: Maryland Health Benefit Exchange (MHBE)

Description:

The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Childrens Health Insurance Program (MCHP).
MHBE seeks up to one (1) Subject Matter Expert (Training Specialist) to provide specialist consulting services to support the MHBE training and support functions.

Researches, writes, edits, and proofreads complex application usage documents or sections of documents such as manuals, procedures and specifications to provide users with clear and actionable information regarding technical areas of the documents in a non-technical way.
Determines the scope and timeline of new documentation projects in order to plan projects, closely works with the agencys training department and IT Project Management Office (PMO).
Coordinates project plans with the PMO lead and the agency Training Manager, interviews technical and business personnel to understand and develop documentation requirements.
Researches documentation and design notes and uses computer based training or company technical products to gather and research complex technical information for use in preparing documentation.
Writes, organizes, enters and compiles complex online help files to support training needs of the end users.
Creates, compiles, and delivers complex system/software developmental documentation packages including, but not limited to narratives, logic diagrams, inputs and outputs samples, inputs preparation instructions, job setup information, etc., from technical project team inputs, system requirements analysis, system design specifications, technical system design, technical procedure development, configuration control requirements, test and training specifications, and programming notes.
Assists in establishing style guidelines and standards for texts and illustrations to meet business needs. Provides leadership and work guidance to less experienced personnel.
Designs, develops and implements training needs through ongoing development and implementation training initiatives.
Designs, develops, implements, and modifies learning solutions when performance gap in day-to-day system usage warrants training.
Recommends and assists with the design, development and implementation of user training materials, job aids, user manuals, online help/assistance materials and e-learning solutions to meet agencys training needs.
Recommends learning solutions to reduce overall training time and dependency on instructor-led classroom delivery.
Supports HBX projects from a training perspective.
Ensures completed training deliverables are reviewed and approved by business stakeholders and ongoing changes are factored into training development plans for assigned business areas.
Participate in and supports a successful training/documentation effort.
Track and contribute to weekly reporting on training and documentation efforts, including documenting and tracking escalating issues that require management attention and resolution.
Note: The candidate must have the flexibility to work overtime, as needed, to include weekends, holidays, and off-hours.
