Submission Deadline: 7/13/2020 2:00 PM CDT Start Date: 8/15/2020 End Date: 8/14/2021 Client: DHS Description: MNIT @ DHS/MNsure is issuing this event to secure 3 Quality Assurance Analyst resources with strong experience testing in large and complex systems development projects. These Quality Assurance Analysts are needed to bring several active, high visibility projects to successful completion, to enable the DHS System Modernization technical solutions to be deployed and fully operational. The software Quality Assurance Analysts will be responsible for performing all testing activities for DHS Systems Modernization projects such as ISDS, MMIS, and METS as determined by the States Project Manager. These will include several cross-agency projects with key collaborators from MMIS, MNIT @ DHS: MNsure (Department of Human Services and MNsure). For each project, the quality assurance analysts will be working with the project teams, and will be expected to create or participate in creating: A QA test strategy, QA test plan, QA test cases, and QA test closure defect documentation, A requirements traceability matrix, Other documentation as requested (i.e., meeting notes, documented processes, change requests, and status reports). The quality assurance analysts will need to interface with a variety of individuals—both on the project team and outside the project team—who may have a vested interest and can offer information pertaining to the project, including: A project director, project managers, business analysts, developers, database administrators, and information technology group system architects. All members of the QA staff (managers, supervisors, leads, and other QA analysts), MNsure business staff, DHS business staff, MNIT employees, external vendors, and the stakeholder community, including the counties and health care provider organizations, Other agency team members. Project Requirements include, but are not limited to: Work must comply with: The Statewide enterprise architecture, The States Enterprise Security Policy and Standards Statewide project management methodology, Applicable industry and agency standards, Ability to work independently, with little or no supervision, Drive to resolution in situations with high ambiguity and confusion. Quality Assurance Analysts will report to the vendors resource manager, who will receive work direction from the States QA supervisor. DHS does not anticipate that the quality assurance analysts will need access to private data on individuals or protected health information, and therefore does not anticipate that vendors will need to enter a business associate or data sharing agreement with DHS. Sample Tasks • Work with the appropriate resources to define and write Functional and Technical Testable Requirements (Waterfall) and/or User Stories and Acceptance Criteria (Agile). • Have complete understanding of all functional and technical Requirements and/or Acceptance Criteria. • Approve Requirements if asked to perform QA project lead duties. • Have complete understanding of Design document to ensure the design complements the Requirements.
