Note: This request is for a vendor to provide services on a deliverables basis, utilizing as many or as few resource(s) as are necessary to complete the work.

Incumbent: An incumbent was performing this work but their contract recently expired.

Client: Minnesota Management & Budget (MMB)

Description:

The Office of Minnesota IT Services (MNIT) and Minnesota Management & Budget are seeking a vendor to provide resource(s) to conduct PeopleTools upgrades from version 8.54 to 8.57 for the FMS application. This project is a major undertaking to bring the FMS application to version 9.2 and bring the PeopleTools version to 8.57 (including bringing the user portal to PeopleTools version 8.57). The work will include participating in 2 practice Moves to Production as well as delivering System Test/Tuning/Cutover planning, cutover to production system, and post production support of the PeopleTools environment. See the specific Deliverables in the Buyer Attachment.
Work is expected to be performed on-site, with the primary work location being the Centennial Office Building, 658 Cedar St., St. Paul, MN.

Deliverables
1. Move to Production Test 1 & 2 and Cutover to Production tasks
• Perform PeopleTools only upgrade to Frozen Objects
• Perform test move to production upgrade pass
• Tune upgrade Scripts
• Apply application patches
2. System Test/Tuning/Cutover Planning
• Create upgraded system test environment
• Create cutover plan
• Identify Tuning Opportunities
3. Post Production Support
• Perform research and resolution of application upgrade specific issues to be billed on an Hourly basis.
4. Redo Initial Upgrade Pass
• Perform initial upgrade pass
• Create upgraded development environment
• Create upgraded user sandbox environment
• Tune upgrade scripts
• Apply application patches
Minimum Qualifications of Vendor
• Five (5) years experience with upgrading system environments to include database management
• Five (5) years combined experience with Oracle PeopleSoft Human Capital Management (HCM), Enterprise Learning Management (ELM), Enterprise Performance Management (EPM), Financial Management System (FMS), and/or Interaction HUB
• Five (5) engagements conducting PeopleTools upgrades using version 8.5.4 or later
• Five (5) engagements upgrading PeopleSoft applications version 9.1 or later
Desired Skills of Vendor
• Experience supporting an Interaction hub
• Experience configuring Integration Broker

Minimum Qualifications of Resource(s)
Each resource that the vendor provides to perform the work must meet the following minimum qualifications. The resource(s) will not be evaluated as part of the contracting process, but their qualifications will be reviewed prior to work starting on the project. The State reserves the right to reject any resource(s) on the vendors team that do not meet these minimum qualifications, and to require that different resource(s) be brought in that do meet the minimum qualifications.
• Five (5) years experience in conducting PeopleTools upgrades using version 8.5.4 or later
• Five (5) years experience in creation of upgrade scripting
• Five (5) years experience in upgrading PeopleSoft applications version 9.1 or later
• Five (5) years combined experience with database management and administration concepts and procedures
• Five (5) years combined experience with Oracle PeopleSoft Human Capital Management (HCM), Enterprise Learning Management (ELM), Enterprise Performance Management (EPM), Financial Management System (FMS), and/or Interaction HUB
