Submission Deadline: 12/8/2021 2:00 PM CST Start Date: 1/22/2022 End Date : 1/21/2024 Client: Office of Higher Education (OHE) Description: The Minnesota Department of Information Technology Services (MNIT) partnering with the Office of Higher Education (OHE) is seeking a Developer to begin the process of replacing existing aging methods with more modernized, easier to support methods. Current program tasks are based on overly complex configurations of manual processes and diverse but aging methods and software technologies. This complexity makes the methods difficult to optimize, manage, or even observe. Some of the larger implementations are done in aging technologies that are falling behind in terms of industry standards. In some cases, methods are out of compliance with state standards to the point where becoming compliant requires technology replacement along with process re-engineering. While many of the issues have been apparent to OHE management and staff for some time, insufficient technical resources are available to rectify them. A C# on ASP.NET, Dynamics 365 and Microsoft T-SQL developer is needed to transform software designs and specifications into high functioning code to meet business needs. Industry coding standards and the technology design developed by the Enterprise Architect are expected to be followed. Developer will need to transform code from other languages such as Ingres ABF, Ingres RW, Ingres SC, Perl, Cold Fusion, etc. Developer is expected to conduct unit and string testing and participate in periodic code reviews to ensure quality and consistency. Minimum Qualifications • Five (5) years experience in Developer/Programmer role • Two (2) engagements lasting more than six (6) months in Developer/Programmer role • Three (3) years experience as a developer using C# on ASP.NET • Three (3) years experience as a developer using Microsoft T-SQL Desired Skills • Development experience with Ingres technologies • Development experience as a programmer or relevant role with Dynamics 365 • Ability to program in languages such as SQL, C, C# and Java Script • Experience with Workflow frameworks • Experience developing micro-services • Ability to transform code into C#/ASP.NET and T-SQL from other languages such as: o Ingres ABF o Ingres RW o Ingres SC o an older dialect of Visual Basic o DOS .BAT o Perl o Cold Fusion • Demonstrable ability to discover and fix errors in code • Experience with tools such as version control, build management, requirements management, and bug and issue tracking • An analytical mindset and critical thinking • Ability to work independently and in agile/iterative teams   Call 502-379-4456 Ext 100 for more details.
