These applications may be built on the following application platforms: C#, .NET, Java, JavaServer Pages (JSP), JavaScript, HTML, and JQuery. Last fiscal year MoDOT embarked on a discovery process for introducing the Business Analyst function into the Information Systems project initiation phase. This process included discovery and creation of documentation, centered on requirements gathering. MoDOT would like to continue in the line of discovery to better understand the potential of integrating full Business Analyst work into the current project management methodology. As with MoDOTs initial discovery effort, this will build on the existing research. This requires extensive interaction with business users to collect requirements, analyze existing systems, and make recommendations for potential solutions. Should be able to generate, as well as translate, requirements in a clear and usable manner for MoDOT Information System staff and partners. This creation of documentation must be clear and transferrable to technologists with varied skill levels. Must have an ability to work in a team environment, creatively solve problems, and communicate clearly and effectively in writing, by phone and in person. Must have the desire to work in a fast paced environment and maintain a professional attitude when receiving new assignments. The specific projects to be analyzed under this PAQ are unknown at this time, including the total number of deliverables, hours, and cost. The total estimated amount that MoDOT may expend for this PAQ is $164,800. The Offeror and MoDOT will agree on the scope, timing, and cost of each deliverable before the commencement of work. Minimum skillsets required by the individual performing the work under the resulting contract must include: • Working knowledge of both the Information Technology and Software Development Lifecycles, including Agile Development. • 5+ years of solid requirements gathering experience, specifically in the area of technical specifications and documentation. • Extensive knowledge of standard Project Management Process, specifically Business Analyst team lead experience, as well as both Agile and traditional Waterfall. • Provide examples of applicable work. All estimated numbers provided herein are for informational purposes only and are not intended to reflect any guaranteed usage of this PAQ. MoDOT does not guarantee any minimum or maximum amount of the Offerors services that may be required under this PAQ. Additional services will be requested on an as needed if needed basis. If the need for additional services arises, the Offeror and MoDOT will agree in writing on the scope, timing and cost of each deliverable before the commencement of work. For critical support, it will be assumed, for evaluation purposes only, 2100 hours of PAQ work will be performed during the contract period. The Offeror shall provide the classification titles and associated per hour rates for all classifications they intend to utilize. Issue documentation will include cost estimates based on hourly rates in this PAQ in order to determine estimates for complete work. The cost evaluation for this PAQ will be worth a total of 50 points. The Offeror shall agree and understand that the quantities used in the evaluation of cost are provided solely to document how cost will be evaluated.
