These key applications require critical integration and implementation as defined by MoDOT and the availability of funds. The Sign Management System is a set of client applications written in .NET and web applications written in Java. Partners use client applications on laptops without Wi-Fi or data services, then report back to a location to upload the data stored on the client application. The system must be able to download the information from the database onto the client application to be used out in the field. The specific services to be provided under this PAQ are unknown at this time, including the total number of deliverables, hours, and cost. The Offeror and MoDOT will agree on the scope, timing, and cost of each deliverable before the commencement of work. Minimum skillsets required by the individual performing the work under the resulting contract must include: • Minimum of five (5) years of experience developing .NET apps using Visual Studio. • Minimum of five (5) years of experience developing .NET web applications using C# WebForms or C# Web MVC frameworks. • Minimum of three (3) years of experience developing client desktop applications using C# .NET utilizing WinForms. • Minimum of three (3) years of experience analyzing existing systems and developing plans to enhance and troubleshoot systems. • Minimum of five (5) years of experience using a source control versioning system or Team Foundation Server (TFS). • Minimum of five (5) years of experience developing relational database applications and functionality (including stored procedures, user-defined functions, and triggers). • In-depth knowledge of current database features included in Oracle 11G/12C including PL/SQL. • Ability to communicate with business partners, gather requirements, and document implementation details. Key knowledge and experience is preferred in the following areas: • Experience developing Java web applications using the STRUTS 1.x and SPRING frameworks. • Experience creating and maintaining web applications using JavaScript, JQuery and DOJO. • Experience creating Java applications in IBM Rational Application Developer and testing with integrated IBM WebSphere Application Server test environment. • Experience deploying Java applications on IBM Websphere Application Server. • Experience developing web services using SOAP and/or REST. • Experience using mapping products such as ESRI ArcGIS and integrating with custom software applications using mapping and spatial query APIs. • Experience developing spatial queries in Oracle. • Experience with developing applications where client system runs independent of database (DB) and provides for synchronizing between client DB and enterprise DB. • Experience with Linux and Microsoft Windows Server operating systems including shell scripting and automated task development (list scripting languages used). • Knowledge in methods and best practices of deploying client applications to remote systems. • Knowledge of shipping and receiving work flows and business processes. • Knowledge of Click Once installation procedure.
