The contents of this section include mandatory requirements that will be required of the successful offeror and subsequent contractor. The offeror is requested to provide responses to the requirements/desired attributes in this section pursuant to the directions identified herein. The offerors response, whether responding to a mandatory (M) requirement or a desired (D) attribute, will be binding in the event the proposal is accepted by the state. The Contractors PAQ Response should include a Project Overview, Resources, Approach/Methodology. The Contractor must provide a detailed description and firm, fixed price for each deliverable. The description must specify the tasks to be completed for each deliverable and the time frames in which the tasks will be completed. The Contractor should provide a work breakdown structure or project plan. The application development or COTS product shall • Provide a single repository for grant information, documentation, monitoring, financial data, and reporting. The new solution will shorten review times and facilitate the production of required reporting as well as provide “ad-hoc” reporting capability to address information requests. This will also reduce staff time expended on these efforts. • Provide a standard user interface that captures all required information and eliminates duplicative processes which will save time and effort and provide consistency in business processes. • Provide electronic tracking and notification of progress and grant deadlines. It will provide a means to ensure accountability and replace the inexact tracking methods of calendar events and reminders that are currently being used. • The system shall maintain the grant information centrally, facilitate grant review and approval. The centralized grant tracking and reporting functionalities will serve as tools to provide more comprehensive reviews from the department level for potential budgetary and programmatic cross cutting efficiencies. • The tracking component of this system shall ensure that all grant related requirements and obligations are addressed and met in a timely manner. The Federal Awardee Performance and Integrity Information System (FAPIIS) gather information such as a grant recipients civil and criminal proceeding, terminations due to default and suspension and debarment proceedings. Federal awarding agencies are required to determine if an entity is in good standing prior to making an award. The system shall also add the requirements of the Federal Funding Accountability and Transparency Act (FFATA), which requires sub-grants of federal funds be reported to a federal system at specified times. • Enable the department to be more transparent as the information housed in the system may be made available to the public though the internet.
