Description:

An on-site Computer Programmer is being sought (starting April/May 2018) to write and test code for the Montana Department of Justice (DOJ), Motor Vehicle Division (MVD) Driver Modernization (DM) project. The goal of the DM project is focused on translating the business design/requirements, developing the application code, testing, completing data conversion, and conducting the user training necessary to move Montana driver records off the Department of Administration mainframe into the Montana Enhanced Registration and License Information Network (MERLIN) application. DM, the final phase of MERLIN, will deliver a unified driver licensing and driver records management application integrated with vehicle title and registration, dealer licensing, inventory, and financial tracking. A team of MVD subject matter experts, contracted Business Analysts (BA), and a data conversion specialist are documenting the DM business design/requirements and data conversion.

A DOJ development team assigned to the Justice Information Technology Services Division (JITSD) is writing the code to implement the design for the DOJ hosted system. The Computer Programmer selected for this position will analyze user requirements/business rules, write code, update and expand existing code, debug programs by testing for and fixing errors, analyze and design databases within an application area, and design application or systems interfaces. In addition, responsibilities include maintaining a bug tracking system and historical records documenting program development and revisions.

Successful candidate will work closely with the MVD Business System Architect, and report to Lead DM Developer. Projected work hours are projected at 20 to 40 hours per week for a year with the possibility of contract extensions if more work is required, and funding is available. The stated completion date for the DM project is December of 2019.

Analysis, Design, Programming, Testing and Implementation
• Manage, troubleshoot and diagnose software issues.
• Create, update, and maintain computer programs or software packages.
• Consult with managerial, business subject matter experts, and technical personnel to gather requirements, identify problems, and recommend, create, and implement software changes.
• Schedule and monitor system maintenance.
• Oversee software performance.
• Install, update, and configure software.
• Produce support documentation.
• Resolve customer issues and respond to questions.
• Ensure developed code meets agency security protocols and requirements.
• Assist and advise network system analysts to define and resolve problems in active computer programs.
• Modify existing software systems to correct defects, adapt to new hardware or software, improve performance, and meet enhancement requirements.
• Establish project goals, timelines, standards, and maintain project plans.
• Develop and direct software system testing and validation procedures, programming, and documentation.
• Participate in the standards review and set guidelines for application development.
• Review and recommend new technologies for the agency.

1. Bachelors degree in computer science, software engineering, mathematics, computer engineering or a closely related field and four (4) years of job-related work experience in this field.
2. Skilled in C# and Structured Query Language (SQL) programming languages.
3. Solid technical background, with understanding or hands-on experience in software development, system monitoring, and web technolog
