Client ACTS Technical Architect with NC Child Support experience who can provide leadership and hands on expertise in area of data analysis, database design and data migration on mainframe DB2 and provide the full range of TELON software support. ACTS (Automated Collection and Tracking System) is a large and complex mainframe (Cobol, CICS, DB2, JCL, Telon) based statewide NC CSS computer system. For ACTS, It is imperative to hire a contract resource to provide architecture, business and programming support to stay in compliance with federal rules and regulations including IRS and SSA privacy and security requirements: • ACTS online application is written using a development tool named Telon. Resource is needed for the upgrade of Telon which according to the software end of life policy found in the Statewide IT Security Manual is needed immediately and therefore a state mandate. •Child support system has IRS audit every three year and during last audit IRS provided their findings and team is working on mitigating those findings. It is critical for team to meet deadline of 01/01/2017 for two crucial findings listed below. In order to meet that deadline, the team needs a resource with expert knowledge of IBM DB2 (DBA skills as well as application knowledge), expert knowledge of CICS system and application programming skills, as well as knowledge of child support business area.
