The client is seeking a Senior Project Manager to manage the procurement and implementation of multiple statewide IT projects. This lead role will be responsible for all aspects of project management for a variety of projects associated with the Division of Health Service Regulation. Duties will vary based on project management and agile framework determined to be best suited for individual projects from the Department portfolio of projects: examples of duties include RFP development/technical writing; business process-re-engineering; business analysis; project management of time, costs, and scope; project planning; communication plan including external stakeholders; allocating tasks and setting milestones; requirements development; documentation; gap analysis; data mapping; data conversion management; management of risks and issues; change management; reporting; vendor management; and managing project team resources. The position will be required to be capable of managing the projects alternatively by using Agile project management techniques and may be required to share duties as described above in partnership with Agile professionals for projects following Agile frameworks. The Senior Project Manager will be responsible to prepare and provide input to the State Project Management (Touchdown) system. Required skills include: 1. Must have 7+ years recent Project Manager experience. 2. Must have demonstrated experience managing technical teams using Agile and Waterfall frameworks. 3. Must have theoretical and practical project management and agile management knowledge, techniques and tools. 4. Must have excellent written and oral communication skills. 5. Must have experience writing RFPs/technical writing. 6. Must be able to able to gather requirements and conduct business analysis necessary to define product backlogs from prioritized business needs that focus on lean value-added processes. 7. Must have strategic planning skills with good understanding of roadmap development. 8. Must have risk management and change management skills. 9.
