Description :

Contract Title: Unemployment Insurance IT Modernization Maintenance

The United States Department of Labor recognizes both the need to modernize state Unemployment Insurance (UI) systems while being good stewards of tax payer funds. Thus, the USDOL is only funding full UI modernization efforts which are consortium based – meaning that more than one state will benefit from the system or product. In addition, any systems or products which are paid for by federal funds is the property of the federal government, and therefore can be shared amongst government entities (re: Training and Employment Guidance Letter (TEGL) 31-04).

The State of North Dakota acting through its Job Service North Dakota, Unemployment Insurance division (STATE) has entered into a consortium that currently consists of three states – Idaho, Vermont, and North Dakota (CONSORTIUM). It was formed to develop, maintain, and enhance an unemployment insurance system as a consortium to provide maximum functionality at a reduced cost for each member state.

To accomplish this, it is recognized a strong governance structure and a distributed development environment approach must be put in place that supports the current CONSORTIUM, the addition of states in the future, and the United States Department of Labor (USDOL) who currently serves as the main funding agent for the CONSORTIUM. The terms of the governance model shall include terms ensuring state sovereignty is fully maintained, no illegal interstate compact is created, no other CONSORTIUM member(s) dictate terms North Dakota must follow without its consent, and no penalty for withdrawing from the CONSORTIUM exists.

The CONSORTIUM has identified the State of Missouri as having a contract in place for similar work. By joining this contract, the States align with the goal of the United States Department of Labor to create efficiencies by sharing resources. The contracted vendor will provide a governance model and distributed development environment approach.

The Scope of Work will include:
• CONSORTIUM Administration
o Structure of decision-making bodies/Frequency at which they meet
o Decision making (including voting procedures)
o Roles of each state and the rights, responsibilities, and authority associated with each role
o Project roles and the rights, responsibilities, and authority associated of each
o Prioritization of functionality within the functional roadmap
o Prioritization of technology within the technical roadmap
o Change control/Configuration Management
o Communication (internal and external to the governance structure)
o Project oversight mechanisms
o Determining which states to allow to join the consortium
o Criteria for CONSORTIUM membership (e.g., funding or resource commitments)
o Separation of a member state from the CONSORTIUM
o Consortium actions in response to a non-performing member state
o Fiscal management of funds intended for CONSORTIUM work but allocated to a state
o State-to-State contracts
o Resource management (Hiring of contractors and State staff – sharing of resources amongst states)
• On-Going Operations
o Release management (e.g., prioritization, definitions of the various types of releases, schedules, release order of the states, etc.) Defined processes for state pull down of code.
o Application Lifecycle Management
o Requirements Management
o Design Architecture
o Source Code management
o Environment configuration
o Project management
o Change control
o Build and Deployment
o Release management
o Support
o Business staffing support model (e.g., shared business and IT resources)
